Oct. 21
3:34 p.m. – A caller in the 3100 block of Lupine Street wanted to document that a red airplane was dive bombing the city and making a lot of noise. He only wanted an incident number so he could report it to Federal Aviation Administration.
3:54 p.m. – A female tan and white mixed-breed dog with a camo collar was running loose in the 900 block of W. D Street. The dog was too skittish to let anyone near her, even with treats. A resident put some food out for the dog and said she would call if the dog allowed her to corral it. The dog seemed to stay out of traffic but was running in the area.
5:07 p.m. – Caller said that several “Trump” signs he was putting up around town were no longer there. He said the campaign has paid for the signs, which he estimated around a few dollars per sign. Caller would like Lebanon Police Department to keep an eye for people removing his signs. An officer counseled him to ask permission from the property owner before placing signs on their property. The officer also explained the property owner is allowed to remove any signs from their property.
7:13 – Caller found messages on her daughter’s phone about an underage party that was going to happen that night. Messages indicated there would be narcotics and alcohol there and the kids stated they did not have to open the door to police. At 8:56 p.m., all was quiet at the location. An officer contacted everyone who went to the residence and saw nothing illegal with any of his contacts. At 10:20 p.m., several people ran from the home. An officer contacted one 20-year-old individual, three 18-year-old individuals and five juveniles ranging in age from 17 to 15 years old. All juveniles were released to responsible adults. Police took a report and will refer to the Juvenile Department.
Oct. 22
9:22 a.m. – A green and white Shimano 21-speed mountain bike was reported taken from under apartment stairs between 4 p.m. on Oct. 21 and 5:30 a.m. on Oct. 22 in the 100 block of Carolina Street. The bike was valued at $99. It has a flashlight holder on the right handlebar, bottle holder and a kickstand on the rear of the bike.
6:21 p.m. Linn County Sheriff’s Office requested LPD assist deputy on route to man lying in the road next to his vehicle. No report was taken.
8:05 p.m. – Caller reported three men in a pickup appeared to be casing a vehicle in the 500 block of W. Oak St. A second caller reported a green Chevy truck was casing vehicles in the parking lot. Both callers believed the men were looking to break into vehicles. An officer contacted multiple tenants at the location, including the callers, who said they saw a male looking on the ground under the cars. No one attempted to enter the vehicles. All parties at the complex said the men were looking at the license plates or under the vehicles and left when confronted. There was no damage. Documented. No report.
Oct. 23
8:53 a.m. – Caller reported two of her vehicles were entered and damaged overnight in the 400 block of E. Vine Street. She noticed her neighbor’s vehicle also was damaged. The windows were shattered, and money was taken. Loss and damage estimated at $905.
10:11 a.m. – Found a “Linn County Rocks” rock at Ralston Park. The officer let it be.
11:35 a.m. – Transient was sleeping behind the Holiday Station at Ralston Park. He was warned for camping and sleeping on park property. He packed up and moved along. No report.
2:32 p.m. – Caller said several vehicles in the neighborhood were vandalized overnight in the 1000 block of Grove Street.
Oct. 24
8:20 a.m. – A city employee found graffiti in the boys bathroom at Ralston Park. A stall door also was damaged.
4:29 p.m. – Caller said she and another employee of Human Bean felt very threatened by a customer yesterday. He was verbally abusive because the shop does not accept $50 or $100 bills. He did say he would not be coming back. Caller was advised to call LPD immediately if she feels threatened.
Oct. 25
7:39 a.m. – Caller said a man picked up a medium-sized dog and threw it in the canal in the 1900 block of S. Main St. Caller said the dog appeared to be sick or injured. An officer contacted a man and dog matching the caller’s description. The man said his dog likes to fetch things out of the water. The dog did not appear to be injured or sick in any way.
10 a.m. – Person reported four bicycles taken over the past two weeks from various locations. Four mountain bikes were taken, including a gray and silver Trek brand taken from MegaFoods; a blue and gray Giant brand taken from James Gang Pizza; a green Hard Rock Special taken from Merlins; and a red and silver Schwinn Ranger taken from Linn Lanes.
1 p.m. – A citizen reported a man sleeping with his pants unbuttoned on the bench in front of the Municipal Court. Court clerks were out to lunch. An officer contacted the man.
3:33 p.m. – Lost and found items were turned in or left in the Justice Center lobby. Items included a pair of reading glasses, a pair of sunglasses, a keyring pepper spray dispenser and three sets of miscellaneous keys.
9:56 p.m. Caller left a bag of clothes at Spin City Laundromat while he went to get laundry soap at Walmart. When he returned, his dirty clothes were missing. Caller said there is video surveillance at the location. Loss value is $125.
Oct. 26
7:39 a.m. – A dog was hit by a car near S. Fifth and B streets. The owner needed assistance loading the injured dog into her vehicle. An officer assisted.
8:32 a.m. – Neighbor’s dog was barking since 6 a.m. in the 2700 block of S. Seventh St. There were two prior complaints. An officer arrived and the dog barked the whole time the officer was on the scene. No one was home. An officer was going to go back later to try to issue a citation for allowing the dog to become a nuisance.
12:12 p.m. – A city building official requested an officer respond with him to a location in the 200 block of Mary Street. The resident was incorrigible and refused to stop yelling at them. The inspection was canceled.
4:50 p.m. – A man wanted to speak with an officer regarding fire spinning. He lives in the area of Third and Vine streets and wanted to let LPD know where he will be practicing his fire spinning. He also contacted the Lebanon Fire District and the railroad company that owns the property.
9:46 p.m. – Caller believes a male and female tried to pass a counterfeit $100 bill at Shari’s. Both were angry and left. The caller kept the bill.
Oct. 27
11:58 a.m. – Caller reported his ex-wife has been accessing his online accounts. He told officers that he is afraid she has access to his bank account. His ex-wife showed officers that when she logs in to her account, his account is still listed as a joint account. The officer advised both to contact the bank and sign the papers separating the accounts. Both said they would do so. No crime. No report.
12:06 p.m. – A counterfeit $100 bill was found on a store shelf at Bi-Mart last week.
4:48 p.m. – A woman said she was being followed by a woman in another vehicle near S. Second Street and Airport Road. The other woman was attempting to throw items at the caller’s vehicle. There was a child in the back seat of the other vehicle. The caller waited for officers in the library parking lot. Both parties admitted to several acts of road rage, including brake-checking, tailgating and yelling. They were extensively counseled and warned for disorderly conduct.
7:36 p.m. – Caller believed people in RVs dumped their sewage on the property at 71 Cascade Dr. as it smells really bad. Officers did not smell or see septic drainage. The man in the RV was counseled that is Walmart property and was advised to tell the owner of the other RV. No report.
Oct. 28
11:28 a.m. – An officer discussed homelessness with park guests at River Park.
12:08 p.m. – A caller witnessed road rage on Highway 20. The vehicles pulled in to Carl’s Jr. A man blocked a woman in and was screaming at her. They appeared to be leaving, then the man started yelling at her again. Both vehicles were driving at a high rate of speed, tailgating and acting like they were going to hit each other on the way in to Lebanon on Highway 20. An officer counseled the male on his driving. He admitted to acts of road rage. The woman half-admitted to several acts of road rage as well, and an officer counseled her. No report.
3:24 p.m. – A foreclosed house in the 200 block of Walker Road was broken into. A window at the back of the residence was broken and a bicycle was left inside. The found bicycle was reported to be stolen on Oct. 25. The victim had also reported three other bikes had been stolen.
5:14 p.m. – A credit card company notified a female customer that someone from Mississippi had requested a card using her information. She was assisted in calling TransUnion to put a fraud alert on her account.
Oct. 29
7:51 a.m. – Caller said that someone took $1,000 from his PayPal account. PayPal refunded the money, but the caller wanted to report it. He was advised that PayPal was now the victim, since it had refunded his money. The withdrawals were all made in Florida.
11:57 p.m. – A red 10-speed bicycle was found in the 100 block of S. Fifth Street.
Nov. 1
9:25 a.m. – A disgruntled customer was calling and threatening Wells Fargo Bank employees. An officer contacted him and counseled him on his demeanor and attitude towards the bank employees. He apologized and asked the officer to extend an apology to them as well. He will close his account there and choose another bank for his needs. There were no specific threats made to employees.
10:38 a.m. – Caller’s daughter was verbally and physically harassed last week. Video of the event was viewed, and Seven Oak Middle School administrators contacted the involved students. The caller requested the school resource officer contact and counsel on next steps. The caller was advised of the options and requested the school refer the student to peer court for violating the bullying/harassment school policy.
3:33 p.m. – Caller said a woman came to her door and said she was with the “census” in the 300 block of Elmore Street. The woman was asking questions about the house next door. The caller saw the woman get into a silver Toyota and head up Milton towards Santiam Highway. She was between 40 and 50 years old, with gray hair and was wearing black slacks. Officers were unable to locate her.
Nov. 2
12:54 a.m. – A woman was going through the garbage cans at a residence in the 1000 block of S. Grove Street. An officer counseled the woman.
8:45 a.m. – A resident in the 3700 block of E. Grant Street. admitted he deposited brush in a city ditch to the south of his property approximately two weeks ago. He said he would remove it but had not yet. The man was advised that could be cited if he does not remove it from the city property. The man said he would remove it the next day.
11:05 a.m. – Officers contacted a man who was open-carrying an assault rifle near Wheeler and S. Main streets. He was going to go shooting later and did not have a vehicle to transport the firearm, a Ruger 10-22 with an adjustable stock. No report.
12:49 p.m. – A juvenile was on top of the building at Century Park. The juvenile was counseled and advised that next time would result in an exclusion from city parks. No report.
1:31 p.m. – A wallet was found near an abandoned vehicle in the 200 block of Oneil Street. It contained an ID card and cash. A report was taken.
2:32 p.m. – A man left his wallet either in his shopping cart or at the pharmacy counter at Walmart. He checked with the store and the wallet had not been turned in. An officer recovered the wallet, and the caller was advised.
2:52 p.m. – A woman said she dropped her black leather wallet somewhere, most likely in the Walmart parking lot. It contained approximately $50 cash and Visa cards, food stamp card, Oregon drivers license and medical cards. Documentation only.
3:48 p.m. – Caller found a needle on her walk and has it at her residence in the 500 block of W. Oak Street. An officer disposed of it in a sharps container.
6:11 p.m. – Caller said someone stole the keys off the floorboard of his vehicle in the Safeway parking lot. The car has an interlocking ignition device, and someone stole the camera from it. He said he left the car unlocked while he went in to the store for five minutes. When he returned, his car keys and a camera mounted on the windshield were missing from the vehicle. The vehicle will not start without the camera. Incident was documented. No report.
Nov. 3
6:59 p.m. Caller reported a shock therapy device and black Nextbook tablet missing from her room in the 100 block of E. Elmore Street. Incident was documented.
7:30 p.m. – Juvenile males were knocking over trash cans near S. 10th Street and Walker Road. An officer counseled them and advised them to stop. No report.
Nov. 4
8:24 a.m. – A KFC employee said the keyhole on her vehicle was damaged last week. She already fixed it, so there is no evidence. She described it as the key just spinning in the lock but it had no visible marks. Documented. No report.
9:04 a.m. – Caller said she is being harassed at Lebanon High School by other students. School administrators said they are already working with these students and will handle any further actions. No report.
10:55 a.m. – Caller said she left her purse in a shopping cart at the Dollar Tree last night. When she went back to the store to pick it up, it was gone, and no one had turned it in.
11:02 a.m. – A woman reported her wallet stolen from Walmart on Oct. 13.
1:29 p.m. – Caller reported a driver of a red and white Ford pick-up driving erratically and near Santiam Highway and Spicer Drive. The vehicle pulled into traffic and did a 180 into oncoming traffic and passed in the no passing zone. A second caller reported the erratic driving. Officers contacted the driver who said he was frustrated with a truck in front of him, and he did pass it. The officer made him aware of the complaints, and he said it was a good wake-up call and it would not happen again. He was warned.
3:28 p.m. – A resident in the 300 block of Mary Street said his apartment was entered sometime during the night and his rent money was taken.
3:50 p.m. – A male was given a laptop at Ralston Park, and his parents wanted him to turn it in. He did not want to claim it. The laptop was not stolen according to the Law Enforcement Data System or National Crime Information Center. In house records showed only one Dell stolen all of this year. The laptop was returned to the male.
4:03 p.m – The LBCC transportation center was entered some time during the night. A radio was taken from a semi in the parking lot. The caller was still trying to figure out what all was taken. Report taken for second-degree burglary.
5:56 p.m. – There was extra patrol at the Lebanon High School football game.
Nov. 5
8:35 a.m. – Someone threw a rock through a window of a truck in the 1000 block of S. 10th Street sometime during the night. Report taken for criminal mischief.
9:49 a.m. – A wallet belonging to Ronald Linn was found on Williams Street near Wheeler Street. Officers were unable to locate Linn. Report for found property.
8:51 p.m. – Caller said a woman high-centered her vehicle on the railroad tracks near Tangent and S. Third streets and can’t get off. A second caller reported another vehicle stopped, and people were trying to help. The vehicle was removed from the tracks. Albany and Eastern Railroad were advised. The driver thought the rail crossing was a driveway. There was no apparent damage to the vehicle. No report.
Nov. 6
10:14 a.m. – Caller said a woman was outside trying to pick a fight with her in the 500 block of S. 12th Street. She said there are issues between them and the woman won’t leave the caller alone. An officer contacted three people who were involved and told them to ignore each other and to call the police if they believe their lives are in danger rather than trying to handle the situation themselves. All parties counseled. No report.
1:51 p.m. – Two boys, approximately 10 or 11 years old, were trying to push over a portable toilet at a lot under construction in the 1000 block of Robbins Way. Caller advised the boys did knock it over and has seen one of the boys try several different times to push it over. Evidence suggested the portable toilet was tipped over. Officers were unable to locate any juveniles in the area.
2:01 p.m. – Caller said he lost $600 to a phone scam. He said the scammer is now using his phone number to try to scam others. He was told he won $1 million, and the suspect claimed to need $600 wired before sending the money. The caller sent the money. The caller said the suspect had an accent and a number in Jamaica. Caller was counseled to report the scam to the Department of Justice, and that this would be documented at LPD. He was counseled on how to prevent future scams.
2:07 p.m. – Caller reported a man in a silver sedan took a black plastic bag out of the trunk of his vehicle and walked up the trail in the direction of the Marks Slough Trail. He took the bag over the bank and left it beside the creek. The man then parked near the dog park on Wheeler. An officer contacted the man. He was with Hash House Harriers and was setting up a course for a scavenger hunt. No further action.
2:33 p.m. – A caller said a man in the Walmart parking lot stood behind a vehicle and looked in it before slowly getting in the passenger side of another vehicle. Officers contacted the man who said he was checking out the Chevy Camaro next to him. He thought it was a nice car.
Nov. 7
6:25 a.m. – Caller said her dog’s paw was punctured when it stepped on a hypodermic needle. Caller asked an officer to dispose of it.
7:40 a.m. – A caller saw four children get out of the bed of a truck at Pioneer School. The driver admitted to kids being in the back when seatbelts were available. He was advised of the complaint and seatbelt laws. No report.
5:46 p.m. – A caller reported a man and woman fighting in the 0-99 block of Market Street. The caller could hear things being thrown. An officer contacted them, and they both said the man was yelling at himself because he couldn’t complete a karate move. No report.
Nov. 9
12 a.m. – Caller reported loud cheering “USA, USA,” coming from a residence in the 600 block of Harden Drive. Officers contacted a man who was cheering the “political debate.” He said he would keep the noise down.
6:04 a.m. – Caller found marijuana in his 16-year-old stepdaughter’s purse. She is on juvenile probation and was taken into custody.
7:29 a.m. – Caller received a letter from his bank indicating that someone attempted to open a credit card in his name. The account was opened from a Las Vegas phone number on Oct. 19. There was no answer at the number, only a message that voicemail had not been set up.
Nov. 11
2:11 p.m. – People were driving a car with a doughnut tire and a completely flat tire on the side in the 700 block of W. Oak Street. An officer assisted them off the road way. They did not want a ride but were given directions to a tire shop.
3:17 p.m. – Caller reported that she received a message on her computer that said she could not access any files unless she paid money to an agency. She got a prepaid debit card from Walmart in the amount of $199.99 and gave the card number to the agency.
Nov. 12
4:48 a.m. – A Kent BMX bike was found near E. Elmore and Hiatt streets. Entered into LEDS as recovered.
1:04 p.m. – Caller had a gun and jewelry taken from her safe. The incident is under investigation.
4:46 p.m. – A caller said a man near Brewster and Berlin roads was holding an upside down flag with a sign that said “Not my president.” The caller said the man threatened him in front of his kids. An officer located the upside down flag. It is on private property, and a recreational burn was going. No crime.
Nov. 13
2:35 a.m. – A customer at Shari’s said $500 cash was stolen from the glove box of her vehicle. Headphones and $20 shoes were also taken. The vehicle was unlocked.
2:45 p.m. – Caller said her wallet was stolen from her purse while she was shopping at Walmart. It is brown leather Frye brand. There was no cash in the wallet, and the caller canceled the credit cards before the officer arrived. ODL and CHL cards were stolen. The wallet was valued at $80.
4:45 p.m. – Caller said someone dropped a bicycle off in a yard in the 100 block of Jennings Street and ran. The bicycle was cleared in LEDS and did not match any in-house search. Officers left the bike where it was so as to be accessible to the owner if he or she returned.
8:18 p.m. – Caller said while he was sitting in the driver’s seat of his vehicle another man tried to get in through the passenger door then in the back passenger door in the 1900 block of S. Main Street. The man appeared to be in his late 20s with short dark hair. Officers were unable to locate the man.
Nov. 14
10:17 a.m – Caller reported a homeless man sleeps in the alcove of a business in the 800 block of S. Main Street and yells at passersby. The caller said the man has begun defecating near the back door of the business. An officer spoke with man and warned him for trespassing on business property. The man said he would comply.
3:39 p.m. – A man reported he had been charged a TransUnion fee of $19.95 per month for the last three months on several different Wells Fargo cards. He said the bank and TransUnion are taking care of the issue.
