10:08 a.m. – Leanna Kay Lynn Smith, 35, was cited and released for harassment and resisting arrest, 300 block of W. Holley Road.

11:44 a.m. – Jeffrey Alexander McNees, 29, was arrested for failure to appear on original charges of criminal driving X3, carrying a concealed weapon and resisting arrest, Linn County Sheriff’s Office.

3:12 p.m. – David Lee Oviatt, 42, was arrested on an Oregon State Parole Board warrant for parole violation, 2200 block of Main St.

4:26 p.m. – Sheriff’s Office responded to a report of possible domestic violence in the 700 block of Mountain View Road. Report taken for domestic violence fourth-degree assault.

4:36 p.m. – Joseph Fox, 22, was cited for speeding 55/35, 2000 block of Main St.

6:46 p.m. – Caller reported graffiti on the side of a building, 1900 block of Main St. Report taken.

7:04 p.m. – Caller reported that his son had hit his wife’s parked car, 1000 block of Nandina St. Report taken. Damage: over $2,500.

11:15 p.m. – Raquel Anne Kelman was cited for driving with a suspended license and driving uninsured, Towne Pump, 890 Main St.

11:29 p.m. – Caller reported that a man didn’t pay his tab the previous night before leaving, then returned the following night and attempted to leave before paying his tab again, Downtown Restaurant & Lounge, 1234 Main St. The caller contacted him and tried to run two of his cards, which were declined. 12:45 a.m. – Rhys Allan Cyrus was cited for driving with a suspended license and failure to obey traffic control device, 7-Eleven.

1:53 a.m. – Matthew S. Philbrick, 34, of Lebanon, was arrested on an outstanding warrant at Riverbend Campground, 45900 block of Hwy. 20. Report taken.

5:14 a.m. – Andrew James Freitag, 21, was arrested on a Sweet Home Municipal Court warrant for failure to appear on an original charge of second-degree criminal mischief, Albany Police Department.

7:48 a.m. – Johnny Lee Stone, 30, was arrested on a Sweet Home Municipal Court warrant for failure to comply on an original charge of initiating a false report, Linn County Jail.

5:44 p.m. – Sheriff’s Office was investigating a littering incident after a pile of garbage was found near milepost 19 on Quartzville Road.

5:52 p.m. – A “filthy, unkempt” campsite was found near milepost 21 on Quartzville Road. Its female occupant was not present, but friends camped nearby offered to clean up and notify her that she must vacate immediately

8:21 p.m. – Jeremy Heathington, 46, was cited for driving with a suspended license, 600 block of 7th Ave.

8:34 p.m. – Caller reported that his mother’s vehicle was stolen, 1300 block of 42nd Ave. Officer responded and checked the area, but was unable to locate. Report taken.

Sept. 6

8:13 a.m. – Deputy reported an abandoned vehicle found in the county, 1800 block of 53rd Ave. When its registered owner was contacted, it was discovered that the vehicle had been stolen. A report was taken for unauthorized use of vehicle and first-degree theft. The vehicle was retrieved by its owner.

8:50 a.m. – Caller reported that he was attacked in his yard by an unknown male, 2300 block of Main St. The male left the scene westbound on Main St. Report taken.

9:31 a.m. – Caller reported broken windows in a building on the Willamette/Weyerhaeuser mill site property/Tamarack St. Report taken.

1:06 p.m. – Caller reported that a male pushed a female, leaving her with a visible injury, Safeway, 1540 Main St. Harvey Michael Kapicka, 37, was arrested for fourth-degree domestic violence assault and on a Sweet Home Municipal Court warrant for failure to appear on an original charge of first-degree criminal trespass.

1:31 p.m. – Caller reported a theft from a boat, 44900 block of Quartzville Drive. Further details unavailable.

12:47 a.m. – Travis Page, 42, of Scio, was cited and released on outstanding warrants and driving while suspended. 27600 block of Fern Ridge Drive. Report taken.

4:16 a.m. – Caller reported the theft of a tool box and tools from his truck, 1100 block of 29th Ave. Report taken for first-degree theft.

7:54 a.m. – Michael Duncan, 53, cited for driving with a suspended license and driving uninsured, 4800 block Main St.

10:15 a.m. – Caller reported the theft of a battery and CB radio from a vehicle, Slip-N-Snip Scissors, 4536 Hwy. 20. Report taken for unauthorized entry into a motor vehicle and second-degree theft. Approximate loss of value: $470.

2:42 p.m. – Caller reported that a man put unpaid-for items into a bag, Thriftway, 621 Main St. Michael James Burkhart, 40, was cited and released for third-degree theft and on a Lebanon Municipal County warrant for reckless driving. Amber Dawn Lacy was cited and released on a Marion County Circuit Court warrant for unauthorized use of a motor vehicle.

2:59 p.m. – Cameron Michael Wark, 33, was cited and released on a Sweet Home Municipal Court warrant for failure to comply on an original charge of second-degree criminal trespass, 1000 block of 43rd Ave.

3:05 p.m. – Caller reported a man sleeping on his front porch, 1400 block of Sunset Lane. Franklin Joe Whitton, 42, was cited and released on a Linn County Circuit Court warrant for failure to appear on an original charge of second-degree trespass.

5:50 p.m. – Caller reported a female stealing and throwing items, 2000 block of Main St. Officer responded, contacted the female and trespassed her from the location. Christina Laurette Brandal, 28, was cited and released on an Albany Municipal Court warrant for second-degree theft. Cited and released on Washington County Circuit Court warrant for failure to appear on an original charge of attempted assault on a police officer and second-degree criminal trespass.

8:00 p.m. – Lorance Devril Yonker Jr. was cited for driving with a suspended license, Main St./10th Ave.

8:42 p.m. – Denise Rochelle Burrow, 55, was cited and released on a Sweet Home Municipal Court warrant for failure to appear on an original charge of second-degree trespass, 1400 block of Long St. Arrested on a Linn County Circuit Court warrant for failure to appear on an original charge of possession of meth.

Sept. 8

6:06 a.m. – Caller reported that his ex had taken his money order, 1800 block of Kalmia St. Report taken for second-degree theft.

1:02 p.m. – Sheriff’s Office assisted County Parks with posting eviction signs in the 1400 block of 24th Ave.

1:16 p.m. – Caller reported a cut vehicle fuel line, Highway 20 Church of Christ, 3025 Main St. Report taken for third-degree criminal mischief.

2:46 p.m. – A male camped approximately a mile up Boulder Creek Road found a gate closed and locked. The Sheriff’s Office let him out.

4:38 p.m. – Rachell Ann Gandrud, 41, was arrested on a Sweet Home Municipal Court warrant for failure to appear on an original charge of third-degree theft, Lebanon Police Department.

7:18 p.m. – Caller found a debit card in Sankey Park, 877 14th Ave. It was placed in Property.

7:33 p.m. and following – Multiple speeders were cited on Hwy. 20 between Santiam Terrace and Dew Road. Further information not available. All were traveling 80 mph or more.

9:13 p.m. – Caller reported groceries stolen from her cart, Bi-Mart, 1980 Main St. Report taken. Approximate value: $80.

9:23 p.m. – Kirsten Morehead, 22, of Sweet Home, was cited for following too closely and driving uninsured following a rear-end collision in the 27200 block of Rowell Hill Road. Further details unavailable. No injuries reported. Report taken.

Sept. 9

1:47 a.m. – Franklin Luster Cutbirth, 41, was cited and released on a Sweet Home Municipal Court warrant for failure to appear on an original charge of second-degree criminal mischief, a Linn County Justice Court warrant for contempt and a Lebanon Municipal Court warrant for driving with a suspended license, Wiley Creek Park.

2:22 a.m. – Sheriff’s Office responded to a domestic disturbance in Sunnyside Campground, 47700 block of Quartzville Road. A deputy spoke to both parties, who had been in a scuffle that resulted in “minor” injuries, according to the Sheriff’s log. Both declined to press charges and were asked to leave the park.

3:33 a.m. – Deputies contacted a suspicious vehicle in the 1800 block of Main St. It turned out to be a business owner keeping an eye on things during the power outage.

6:20 a.m. – Caller reported that someone had cut a fence and left items from trailers on the ground outside, 4300 block of Main St. The caller believed that someone could still be inside a trailer. An officer responded, but was unable to find anybody at the location. Report taken for second-degree criminal mischief and third-degree attempted theft.

9:34 a.m. – People on private timber property, High Deck Road/Cascadia Drive, were told to leave.

10:18 a.m. and following – Sheriff’s Office conducted patrols in Upper Calapooia Drive, Brush Creek, West Brush Creek, Scott Mountain, Sunnyside, areas for fire safety.

1:22 p.m. – Timothy Dean James Morgan, 21, was arrested on a Sweet Home Municipal Court warrant for failure to comply on an original charge of animal abandonment, Linn County Jail.

8:49 p.m. – Occupants of a camp in the 44700 block of Quartzville Road were warned for having campfires at their site during a burn ban.

8:54 p.m. – A deputy contacted a group at a campsite near milepost 19 on Quartzville Road. They were instructed to vacate the site due to overstaying and litter at the site.

9:04 p.m. and following – Sheriff’s Office conducted extra safety patrols in Rowell Hill, Old Holley Road, McQueen Drive, Upper Calapooia, Scott Mountain, Fern Ridge, Crescent Hill, Brush Creek, Crawfordsville Dr., Moose Creek, Whiskey Butte, Wiley Creek, Cedar Creek, Ames Creek, Marks Ridge, Sunnyside Road.

10:54 p.m. – An illegal camper in the 44100 block of North River Drive was told to move along.

Sept. 10

1:23 a.m. – Neil Van Epps, age unavailable, of Sweet Home, was cited and released on a Lebanon Municipal Court warrant, 43500 block of Sunnyside Road. Report taken.

10:11 a.m. – Taylor Hiner, 17, was cited for careless driving after his vehicle allegedly struck a bicyclist during a triathlon in the 43000 block of N. River Drive

12:06 p.m. – Elwin Salter, age not available, of Albany, was arrested on a contempt-of-court warrant, Hwy. 228/Holley Heights Loop. Report taken.

2:53 p.m. – Deputies responded to a possible burglary in the 40800 block of McDowell Creek Drive. Suspects left before law enforcement arrived. Nothing taken.

3:07 p.m. – Deputy contacted multiple vehicles parked illegally along Upper Calapooia Road in Weyerhaeuser South property, between mileposts 8.5 and 10.5. The subjects were warned and they left the area.

4:12 p.m. – Caller reported that between 1 and 2:30 p.m. someone stole multiple items from a tent near the intersection of Hwy. 20/Quartzville Road. Missing items included AirPods, an Apple watch, iPhone8+, clothing, a wallet with a driver’s license and prescription medication. Total value: approximately $1,400.

7:46 p.m. – Deputies encountered a male with a small campfire in the 44700 block of Quartzville Road. He was given a verbal warning and counseled for actions.

10:28 p.m. – Kaleb Kimber Banta, 24, was cited and released on Sweet Home Municipal Court warrants for harassment and failure to appear on original charges of third-degree theft, resisting arrest, third-degree escape and second-degree criminal trespass. Also cited and released on multiple Linn County warrants for contempt of court and failure to appear on original charges of fourth-degree assault, second-degree theft and strangulation. Cited and released on a Lebanon Municipal Court warrant for failure to appear on an original charge of second-degree theft and an Albany Municipal Court warrant for contempt of court, 14th Ave./Hawthorne St.

Sept. 11

2:47 a.m. – Deputy checked on two pickups parked near Bates Bridge, 40800 block of McDowell Creek Drive. Young males in pickups said they were waiting for daylight to go fishing.

5:36 a.m. – Linn County Sheriff’s Office reported that a man had called 911 five times regarding a Sweet Home Police Department case involving an ex-girlfriend. He had also called the Sweet Home Police Department dispatch five times, Strawberry Loop. Parker William Stephen-Tiley, 21, was cited and released for improper use of 911.

9:03 a.m. – Caller reported that his backpack had been rifled through and items were stolen, Skate Park, 1957 Long St. Report taken. Approximate loss of value: $92.

4:04 p.m. – Caller found a male with a shopping cart from Thriftway, 621 Main St. William Joseph Teeple, 57, was cited and released for second-degree theft.

10:25 p.m. – Lawrence Lee Jones, 24, was arrested on a Sweet Home Municipal Court warrant for failure to comply on an original charge of criminal driving, Albany Police Department.

Circuit Court

Paul Allen Conklin, 32, was charged Sept. 2 with first-degree forgery for allegedly forging a check in the amount of $49,440.71, first-degree aggravated theft for allegedly stealing at least $10,000, and aggravated identity theft for allegedly claiming the identity of a business that resulted in the loss to that business of more than $10,000. Court documents indicate that the State will seek enhanced sentencing due to Conklin’s persistent history of similar offenses. He has multiple similar charges pending against him.

Curtis Ray Daniel, 47, was charged Sept. 2 with first-degree theft for allegations of stealing copper wire.
