March 9
8:44 a.m. – Caller reported vehicles speeding in a school zone in the 30500 block Sodaville Mountain Home Road. Deputy sat in the area for over an hour, during the time the caller specified. Very few cars went through the school zone. One operator was warned over speed, the rest were all obeying the posted speed. The majority of vehicles in the area all turned into the school parking lot to pick up children.
8:30 a.m. – Richard Alan Walls, 51, was arrested on Lebanon Municipal Court warrant after a complaint about motor home parked on 3rd St. Report taken.
9:03 a.m. – Aric Cavel Simmons, 32, was arrested on a parole board warrant after caller reported man sleeping on porch at church, Vine St. Report taken.
11:18 a.m. – Ivan Robison, 25, of Lebanon, cited for driving without insurance, 29300 block Fairview Road.
3:42 p.m. – Clint Bettelyoun, 54, was arrested and taken to Linn County Jail for fourth-degree assault and a parole violation warrant, after, according to Sheriff’s Office, allegedly injuring his mother in an argument, 1200 block of Cascade Drive. Report taken.
4:46 p.m. – Property owner reported two trail cameras stolen off his property sometime in past two weeks in area of Golden Valley/Mt. Hope drives. Estimate loss: $140. Report taken.
4:58 p.m. – Lawrence Fisher, 61, of Sodaville, was cited for moving violations in area of Sodaville Cutoff/Middle Ridge drives.
March 8
10:47 a.m. – Jason Andrew Scott, 34, was cited on multiple warrants following an encounter with police on Weirich Drive. Report taken.
11:05 a.m. – Angela Lynn King, 56, was cited for driving without a valid license, Airport Road.
11:11 a.m. – Caller reported that a female in a beige Mercedes Benz stole a package from her front porch, 34000 block of Santiam Hwy. Valued at $85. Report taken.
1:28 p.m. – Caller reported a motorhome in a space at Waterloo County Park that hadn’t been paid for, 31200 block of 1st St., Waterloo. Efforts to contact owner were not successful.
3:05 p.m. – Tasha Lewis, 25, of Lebanon, was cited for driving uninsured, Berlin/Hidden Valley roads.
9:41 p.m. – Single-vehicle, non-injury crash reported in the 30700 block of Washington St., Sodaville. Operator of vehicle took a corner too fast and ended up in the ditch. Operator received a ride from the area with a passerby prior to law enforcement arrival and Sheriff’s Office was unable to locate/contact operator or the registered owner of the vehicle, a 1989 green Chevy pickup.
March 7
6:50 a.m. – David Sterling Schwan, 32, was cited and released on warrant after a Walmart staffer asked that several people in parking lot be trespassed, Santiam Hwy.
9:36 a.m. – Caitlynd Bishop, 27, of Lebanon, was cited for speeding, 39/20, during a traffic enforcement operation in a school zone in the 32100 and adjacent blocks of Berlin Road.
9:55 a.m. – Deputy responded to a misunderstanding that occurred when a caller received a robocall from a cloned number in the early morning, resulting in an argument. Cloned numbers occur when someone (often a scammer) uses a legitimate phone number to make a call. Deputy explained cloned numbers to both parties. 31800 block of Eastway St.
4:28 p.m. – Caller reported that someone cut a chain on a gate in the 32900 block of Brewster Road, trespassed on property. A 1986 Toyota parked inside with tools was missing, Sheriff’s Office investigation indicated that an agreement to purchase the pickup was never settled. Pickup valued at $300. Damage to lock estimated at $100. Report taken.
6:51 p.m. – Caller reported a catalytic converter stolen from a 2000 Ford F250 service truck parked in the northeast corner of Samaritan Lebanon Community Hospital parking lot, near Highway 20.
March 6
10:21 a.m. – An injury crash was reported near intersection of Richardson Gap Road/Snow Peak Drive. According to the Sheriff’s Office, Dia Wikner, 36, of Lebanon, driving a 2005 Volvo S80, swerved to miss a cat (unsuccessfully) and ran into ditch, hitting multiple trees. Wikner was transported to the hospital, according to LCSO. Report taken.
11:24 a.m. – Ricky Aldrich, 40, of Lebanon, was cited for driving without insurance, Williams/Milton streets.
11:41 a.m. – Talor Ray Plummer, 29, was cited for driving while suspended, multiple warrants, Airport Road.
4:40 p.m. – Gabriel Bruce Buckner, 24, was cited on an Albany Municipal Court warrant after police responded to a report of a custody dispute on Hiatt St.
March 5
1:29 p.m. – Caller reported catalytic converter stolen, 40300 block of McDowell Creek Drive. Report taken.
2:38 p.m. – Deputy assisted Oregon State Police with a traffic stop after a vehicle threw garbage out on Highway 20, 2100 block of S. Santiam Hwy.
3:53 p.m. – A single-vehicle, non-injury crash was reported at Waterloo Road/1st St., Waterloo. According to Sheriff’s Office, operator Hailie Sue Rikala, 18, of Christmas Valley, took a corner too fast in a 2004 Volvo S80 while “distracted” and went off the roadway. Report taken.
4 p.m. – Deputy responded to a report of a missing adult male, 30300 block of Butte Creek Road. According to Sheriff’s Office, Brandon Martin, 45, left his home on Feb. 21 and had not been heard from at the time of the call. Martin has a history of mental and drug issues, but had never been gone so long without some contact, according to LCSO. He is 5-foot-9, 220 pounds, with brown hair and hazel eyes, and was thought to be driving a silver Ford F250 pickup. Investigation continuing. Report taken.
8:47 p.m. – Criminal mischief reported in the 37000 block of Middle Ridge Drive. According to Sheriff’s Office, someone ripped the door off a motorhome parked at the location, causing damage to the door as well as some interior of the vehicle. Report taken.

12:07 a.m. – Brieanna Martin, 19, of Sweet Home, was cited for speeding, 85/55, 29400 block of Santiam Hwy.
6:54 a.m. – Caller reported a gas theft from a Santiam Hwy. station. Police officer tracked down the driver, who was unaware his card did not go through for his $117 purchase. He promised to return after work and pay.
7:18 a.m. – Jessica Holman, 26, of Sweet Home, was cited for speeding, 80/55, 5000 block of Santiam Hwy.
2:58 p.m. – Paula Cook-Curtis, 75, of Sweet Home, was cited for speeding, 85/55, 29700 block of Santiam Hwy.
4:33 p.m. – Shane Christopher McNeely, 23, was cited on multiple warrants, Arlene Ave. Report taken.

1:52 p.m. – Caller reported a mailbox taken sometime early on morning of March 2, 38000 block of Middle Ridge Drive. Valued at $85. Report taken.
1:55 p.m. – Caller reported her mailbox was damaged early on morning of March 2, 37800 block Middle Ridge Drive.
2:04 p.m. – Katie Flowers, 29, of Scio, was cited and released for second-degree theft after a stolen vehicle was recovered in the area of Tennessee Road./Wheeler Loop. According to Sheriff’s Office, the victim spotted the truck with victim’s stolen canopy, so the victim followed the vehicle and called LCSO. The truck was reportedly stolen from an Albany location, according to LCSO. The canopy was recovered without incident. Flowers was later cited on an Albany Municipal Court warrant for second-degree theft. Report taken.
3:01 p.m. – Caller reported a debit card (WalMart Green Dot card) lost approximately a month previously, with all of its money gone and missing from the current month’s card. Mary St.
5:17 p.m. – Martin John Deveney, 49, was cited for driving while suspended, improper display and failure to carry proof of insurance, Brewster Road.
5:57 p.m. – Anton Hunter MoQuin, 34, Albany, was cited for driving uninsured, River Road/Mountain River Drive.
6:22 p.m. – Catherine Adelle Stephens, 23, was cited for failure to obey traffic control device and driving without insurance, 2nd St.
9:12 p.m. – A young couple contacted while observing wildlife in Waterloo Park, which was closed after dark. 31200 block of 1st St., Waterloo.
9:29 p.m. – Deputy found an individual sleeping in a van in Waterloo Park, which was closed for night. 31200 1st St., Waterloo.
March 2
6:50 a.m. – Donald Kay Flanigan, 32, was cited on multiple warrants following a traffic stop on 5th St. Motorcycle impounded. Report taken.
7:44 a.m. – Caller reported that someone knocked over a mailbox in the 38200 block of Middle Ridge Drive during the night.
9:45 a.m. – Deputy provided an extra patrol in a school zone in the 32100 block of Berlin Road. Multiple warnings issued.
10:16 a.m. – Caller reported a vehicle break-in on Franklin St. during previous night. Missing tool box and tools valued at $50.
10:19 a.m. – Caller reported that sometime during previous night someone climbed a 6-foot chain link fence, cut wires and attempted to cut the brake line on a charcoal gray pickup parked on Grant St. Estimated $800 damage. Report taken.

1:57 p.m. – Caller reported the theft of a bicycle from the bike rack on 5th St. It was described as gray-colored Jamis Trail XAZ, valued at $600. Investigation continuing. Report taken.
2:46 p.m. – A stolen 2001 Ford F459 dually with a flatbed was recovered in the area of Snow Peak Drive/Richardson Gap Road. Victim located the truck, stolen from Lebanon, through a Facebook post and called the Sheriff’s Office to advise on the location and recover the vehicle. Investigation ongoing. Report taken.
3:32 p.m. – Caller reported that sometime during night someone had taken her mailbox, which was later recovered. A neighbor found the mailbox down the road and brought it to the proper address. 38000 block of Middle Ridge Drive.
4:00 p.m. – Caller reported that a neighbor on Grant St. was trying to trap her cat. The neighbor told the officer that the animal sits outside her window, antagonizing her dog. The Officer offered to talk to the neighbor, but the caller said she wanted to talk to the property management first and see if she could get the trap removed.
4:31 p.m. – Charles James Marvel, 20, was cited and released on third-degree theft charge after alleged shoplifting at undisclosed Santiam Hwy. store. Report taken.
9:12 p.m. – Caller reported a hit-and-run at Russell Drive/Porter St. The pickup, described as a 2000 dark green Dodge Ram 1500, lifted with large tires, turned a corner too sharply, and hit a 2017 Nissan Sentra driven by Britney Seiber, 20, of Lebanon, which was stopped at stop sign. 1:31 p.m. – A stolen vehicle was recovered in the 300 block of S. 13th St. The 1997 Toyota Camry, had been reported stolen, but showed up back in its driveway.

8:04 a.m. – Caller reported read license plate stolen while vehicle was at repair shop. Williams St.

11:03 a.m. – Caller reported a catalytic converter had been stolen from his vehicle, which had been parked on Aug. 10, 2020. Weirich Drive.
11:14 a.m. – Caller reported finding broken a safe in the 30800 block of Santiam Hwy. Deputy responded and the item was lodged into evidence at Sheriff’s Office. Report taken.

10:22 p.m. – Schrene Marie Worley, 52, was cited and released on multiple warrants following a caller reporting intoxicated person in a store on Main St.

12:09 p.m. – Richard Lee Curtis II, age unavailable, was cited for driving while suspended, driving uninsured and failure to yield to emergency vehicle, following traffic stop on Tennessee Road.
6:31 p.m. – Caller reported that she’d purchased a new Hermes leather bag via the website Poshmark from a seller in Atlanta, Ga., for $140. She told police she’d transferred the money via Zelle from her bank and that the seller sent her a text photo of the package after the money transfer. When the caller received the package, she opened it and found two smaller boxes inside the large box, and no purse. Efforts to contact the seller have come to naught. Santiam Hwy. Report taken.
10:54 p.m. – Caller reported that the driver of tan-colored Jeep Cherokee left a gas station on Santiam Hwy. without paying. Caller said operator filled the tank with $80 worth of gas and the driver told the attendant that a payment had already been made, which was false. Investigation continuing. Report taken.

6:36 a.m. – A large amount of mail was found at Freeway Lakes Park off Three Lakes Road, Albany. Bags of mail were addressed to a total of 54 victims across the county. A deputy located the victims and returned the mail to them. Lebanon victims were located in the 100 block of East Elmore St., 135600 block of Brewster Road, 38200 block of Elm St., 39700 block of Boatmun Road, 33100 and 30200 blocks of Townsend Road, 36100 block of Bohlken Drive, 31800 block of Fritz Lane, 33900 block of Santiam Hwy., 36400 block of KGAL Drive, 34000 block of Olson Lane, 38700 block of Sodaville Waterloo Drive, 37200 block of Pony Road, 38700 block of Elk Lane, 38700 block of Finndrew Lane and 35600 block of Brewster Road, as well as other locations not specified.
9:52 a.m. – Kayla Gambill, 37, of Lebanon, was cited for failure to license a dog, 2300 block Porter St.
10:21 a.m. – Tod Allen Sindt, 61, was cited and released on a warrant, Grant St.
10:32 a.m. – Chelsea Meier, 31, of Lebanon, was cited for failure to license a dog, 33700 block Santiam Hwy.

8:58 p.m. – Caller reported that two males on bicycles stole cans next to her house on Eddie St. One was described as wearing a camo hoodie and the other was wearing a black hoodie with a white stripe. Loss estimated in $10 to $15 range.

12:24 p.m. – Joshua Hughes, 19, of Lebanon, was taken into custody on several active arrest warrants following a traffic stop in 4300 block of Santiam Hwy. Report taken.
2:37 p.m. – Caller complained of numerous pigs in the 3300 block of Dorothy Drive. A deputy learned that Linn County Environmental Health was handling the situation.
3:02 p.m. – Aaron Phillip Kepler, 29, was cited on multiple warrants after a caller reported cellphone stolen from a Santiam Hwy. location. The caller had been working on vehicle with the cellphone sitting on the car.
3:35 p.m. – Kenneth Smalley, 41, of Sweet Home, was arrested in the 500 block of Crowfoot Road for multiple warrants from various courts. Transported to Linn County Jail. Report taken.
4:24 p.m. – Rickie Boulden, 33, of Corvallis, was cited on a warrant at Crowfoot Road/Baker St. Report taken.
6:52 p.m. – Austin Ross, 24, and Felisia Pecue, 30, was cited and released for second-degree theft and multiple warrants after complaints of shoplifting and vandalism from Walgreens and Wilco.
8:20 p.m. – Jay Allen Axtell, 57, was cited on multiple warrants and trespassed from an undisclosed Santiam Hwy. location, after a report of vehicles on property for “several days” and male defecating in bucket.
Feb. 23
8:21 a.m. – Caller reported that someone broke into a 2000 F450 Ford flatbed the previous evening. The suspect was described as a male with brown hair and a black backpack, and wearing black shoes, blue jeans, black beanie and a green sweater. The truck’s ignition had been tampered with and damaged in, in an apparent hot-wiring attempt. Williams St. Report taken.
11:01 a.m. – Samuel Armstrong Monroe Jr., 45, was cited on multiple warrants after a reported altercation in the area between Walmart and Carls Jr. Report taken.
3:51 p.m. – Caller reported license plates stolen previous day off vehicle parked at an undisclosed Santiam Hwy. location. Report taken.
6:54 p.m. – Deputies responded to a single-vehicle crash on Lacomb Drive, near the intersection with Brewster Road. According to Sheriff’s Office, its 16-year-old operator was passing another vehicle when a motorcycle appeared in the oncoming lane. The young driver swerved back into the lane of travel and lost control, causing the crash. The driver sustained minor injuries. Report taken.
9:04 p.m. – Caller reported theft of packages containing two pairs of sunglasses, 300 block of Cascade Drive. Loss valued at $36. Report taken.

11:44 a.m. – Wanda Epperson, 58, of Sweet Home, was cited for speeding, 52/20, 32200 block of Berlin Road.
1:26 p.m. – Caller reported that someone slashed her tires in the 300 block of Cascade Drive. Damage estimated at approximately $200. Report taken.
1:29 p.m. – Deputies responded to a verbal argument over cat leaving paw prints on a car, 2400 block of Fuller Lane. No further action taken.
3:56 p.m. – Thomas Junior McCarthey, 58, was cited for driving while suspended and driving uninsured, Grant St.
4:39 p.m. – Jeremy Mayes, 46, of Albany, was cited for speeding, 81/55, and for driving uninsured, 33600 block of Bellinger Scale Road.
6:30 p.m. – Caller reported that someone had stolen his $400 show rabbit in the 300 block of Cascade Drive. The caller accused another individual of stealing a rabbit but was unable to provide supporting evidence, according to Sheriff’s Office. As it turned out, the rabbit had simply escaped from its hutch.
9:40 p.m. – Caller reported that a male was struck in the back by “small rocks” while entering a local business, 2000 block of Stoltz Hill Road. Investigation by Sheriff’s Office determined that a vehicle drove by and reportedly shot a pellet gun of some sort and it hit the customer as he was entering. No injuries, no damage. Investigation ongoing.

5:44 a.m. – Sara Shatto, 48, of Lebanon, was cited for speeding, 75/55, 35700 block of Rock Hill Drive.
7:34 a.m. – Caller reported a gas theft from a vehicle on Grant St. Someone had damaged the fuel line during the night and removed an unknown amount of fuel.
6:02 p.m. – Caller reported the theft of gas from a station on Santiam Hwy. Loss $40.
Feb. 20
1:33 a.m. – Natasha S. Funk, 43, of Lebanon, was arrested on multiple warrants, Fairview Road/McDowell Creek Drive. Report taken.
2:41 a.m. – Roberto Hernandez, 31, of St. Paul, was cited for driving while suspended following a noninjury crash in the 38400 block of River Drive. The vehicle was a 2008 Acura MDX. According to Sheriff’s Office, Hernandez left an apartment quickly and lost control of the vehicle on a sharp 90-degree corner. Then it ran off the road and damaged a fence. Report taken.
9:14 p.m. – Robert Lee Ross, 40, was cited for driving while suspended, Oak St.

9:20 a.m. – Caller reported that someone had hit and damaged a fence in the 2600 block of Porter St. Report taken.
10:02 a.m. – Someone struck and knocked over a stop sign at the corner of Truman and Parkway streets. Report taken.
10:08 a.m. – Someone struck and knocked over a stop sign at the corner of Russell and Porter streets. Report taken.
5:09 p.m. – Caller reported the theft of gas from a station on Santiam Hwy. Loss: $66.25. Caller said a customer in a red Dodge truck didn’t know that transaction did not go through.
7:35 p.m. – Ronald Dove, age not listed, was cited and released for a Lebanon Municipal Court warrant. Elmore St. Report taken.

8:25 a.m. – Caller reported a bike theft on 3rd St. Its lock was cut and the dark blue Giant Sedona mountain bike taken from back porch. Value: $500. Report taken.
10:32 a.m. – Deputies responded to the report of injury motor vehicle crash, with occupants trapped inside, in the 39500 block of Golden Valley Drive. When emergency responders arrived, they learned that there was no injury. A 2020 Toyota Sienna was totaled and upside down. Operator was Yanhui Yang, 43, of Washington. It was removed by a tow truck. 12:17 p.m. – Caller reported the theft of a package from a porch on Carroll St. by a male wearing blue jeans, a dark black green camo sweatshirt with orange strings, a dark flat-billed hat, a black-and-white face mask and a black backpack. He was on a bicycle. Loss: approximately $50. Report taken.
6:50 p.m. – Joann Kazarian, 62, of Lacomb, was arrested on warrants, 35200 block of Ede Road. Cited and released. Report taken.

7:33 a.m. – A motor-vehicle crash was reported near intersection of Lacomb Drive/Bellinger Scale Road. Minor injuries. Operators were Levi Cash Gaskey, 17, of Sweet Home, driving a 2010 Nissan VRS, and Anthony Michael Mahoney, 26, of Lebanon, driving a 1998 Dodge R15. 1:42 p.m. – Caller reported a possible missing person in the 3300 block of Dorothy Dr. The individual was later located at friend’s home in California.
5:04 p.m. – Custin Jones, 21, was cited and released on a probation violation warrant after a domestic disturbance report in the 3600 block of S. Santiam Hwy. Report taken.

10:22 a.m. – Deputy provided extra patrol in the area of Lacomb School after reports of speeding in the 34100 block of East Lacomb Road.
11:12 a.m. – Eric Steadman, 45, of Sweet Home, was cited for driving while suspended and driving uninsured, Santiam Hwy./Cascade Drive.
11:19 a.m. – Deputy provided extra patrol after reports of speeding in the 32100 block of Berlin Road. Most speeds recorded were between 20 and 25 mph.
11:24 a.m. – Kelly Tucci, 40, of Lebanon, was cited for speeding, 44/20, Berlin and Hidden Valley roads.
2:30 p.m. – Caller reported seeing a male leave a bike at intersection of Dogwood Drive/Ty Valley Rod. The bike was painted black with spray-painted green wheels. Contact Sheriff’s Office and describe handle bars and stickers to claim. Report taken.
4:36 p.m. – Caller reported a dark blue 1997 Toyota Camry stolen sometime between midnight, 9 a.m. 300 block of S. 13th St.

8:19 a.m. – Josh Kelly, 26, of Lebanon, was issued a quarantine order and warned for failure to license two dogs after, according to Sheriff’s Office, a family dog bit a 14-month-old living in the home. 300 block of Russell St.
9:32 a.m. – A noninjury two-vehicle crash was reported in the 33500 block of Brewster Road. Available Sheriff’s Office records were unclear as to who was at fault, but one vehicle, “for no apparent reason,” drifted into the other lane of travel. The involved vehicles were a 2008 Honda CRV and a 2000 Subaru Legacy. Operators were Michael Jon Hollinsworth, 54, of Scio and Stephen Abatecola, 51, of Lebanon. Report taken.
2:43 p.m. – Rachael Grimes, 33, of Lebanon, was taken into custody for eluding law enforcement, reckless driving and several arrest warrants. She was transported to Linn County Jail. 200 E. Joy St. Report taken.

11:39 a.m. – Deputy responded to a report of a cow on the railroad tracks, Weirich Cutoff/Weirich Drive, where he observed the bovine suspect leap the fence and return to the herd. No further action.
2:22 p.m. – Richard Walls, 51, of Lebanon, was cited on a warrant, 39400 block of Klum St. Report taken.
3:21 p.m. – Caller reported a fraud victim in the 33800 block of Bond Road. A check for $230 was lost and then deposited before the payment could be canceled. Under investigation. Report taken.
3:21 p.m. – Joey Vargas, 37, of Lebanon, and David Wall, 27, of Lebanon, were both arrested on multiple warrants following a traffic stop in the 3700 block of S. Main Road. Report taken.

2:09 a.m. – Steven Jones, 32, of Lebanon, was cited and released on a Sweet Home Municipal Court warrant for failure to comply, 30700 block of Pineway Drive. Report taken.
9:00 a.m. – Isaac Miller, 30, and Nicholas Schulte, 43, were arrested for unlawful entry into a motor vehicle, criminal mischief and second-degree theft. 400 block of Center St. A caller reported that someone was trying to steal a vehicle. Deputies arrived to find two individuals cutting a catalytic converter from a vehicle at the location, according to a Sheriff’s report. Report taken.

10:54 p.m. – A 17-year-old female from Lebanon was arrested for DUI, reckless driving, felony elude, misdemeanor elude and speeding, 112/55. 28900 Hwy. 20. Report taken.

3:21 p.m. – Deputy attempted to stop a white male on dirt bike in area of Stoltz Hill Road/Wassom Street. The suspect eluded deputies, who terminated pursuit. Investigation continuing. Report taken.
