Police Logs from June to July 2020

July 8
8:42 p.m. – Timothy Carr, 37, cited for driving while suspended, warned for equipment violation. 30800 block Waterloo Road.
9:21 p.m. – Travis Hummer, 28, cited and released on multiple warrants. 30500 block Fairview Road.
July 6
12:59 a.m. – Vehicle tags reported stolen from residence in Sodaville. 30600 block Knoll Street.
9:56 a.m. – Deputy responded to 33800 block of Tallman Road, where small dog was reported killed during fence fight between caller’s and neighbor`s dogs. No crimes or violations observed. Deputy spoke to both parties and an agreement was reached about removing the dogs that killed the smaller dog from the property.
4:35 p.m. – Rowboat reported taken from barn, then left on property. Barn door was damaged. 32800 block Brewster Road.
4:48 p.m. – Kayla Gambill cited and released on outstanding warrant. Also, Mary Riley cited and released on Albany Municipal Court warrant.
8:34 p.m. – Caller reported his wedding ring was stolen from a 2002 Chevy Tahoe, along with a set of keys to the vehicle, 216 N. 3rd St. Ring described as black tungsten carbide with three diamonds, no inscription. Female told officer the vehicle was parked on the street at 7 p.m. on July 4 and was unlocked. Loss value approximately $450.
July 5
6:11 p.m. – Caller reported a man followed her at Walmart and eventually grabbed her butt near the gift card aisle. She said she started screaming and making a scene and the man left after being confronted by staff. Officer reviewed video footage and saw the incident. Suspect described as a white male, about 50 years old, with long black curly hair, balding on top, with a long black beard, dark green shirt and saggy black pants. Victim was not injured. Investigation continuing.
7:31 p.m. – Adult female reported someone walking through the grass on neighboring property, 2000 block Mill Street. Deputies were unable to contact neighboring property owner to learn if they wanted to press charges.
9:44 p.m. – Illegal fireworks reported 37400 block Gore Road/Honah Lea Way. Deputies located individual shooting the fireworks and gave them a warning. Individual was going to call it a night.
July 4
17:47 p.m. – Ralph Allen Gibbs, 50, arrested on suspicion of driving under the influence of intoxicants, possession of meth and on Albany Municipal Court warrant for possession of liquor, and a Douglas County Circuit Court warrant for failure to appear on a DUII charge. Caller reported that husband had arrived home drunk and had been up for three days and had been using drugs. Gibbs taken into custody.
10:13 p.m. – Phoenix Barker arrested on Linn County Circuit Court warrant for unlawful use of a weapon following report of fight between five or six intoxicated people on Grove Street side of Ralston Park. Jonah Ryan treated for cut finger but not transported.
July 3
12:39 a.m. – Jerald L. Chasteen, 39, taken into custody after callers reported man yelling and screaming along Santiam Highway that he is with the Hells Angels and is going to kill someone. Detained on Lebanon Municipal Court warrant for probation violation. Bicycle transported to Justice Center for safekeeping.
10:52 a.m. – Caller reported finding undisclosed amount of cash near the South Santiam River off Mountain River Drive. Cash seized and receipt issued.
1:03 p.m. – Caller reported her purse was stolen from a shopping cart in the Safeway parking lot the previous day. Contents included driver’s license, Social Security card, car and house keys, a U.S. Bank debit card, a Costco card and $100 cash. Cards cancelled. Report taken.
4:25 p.m. – Neighbors reported nearby homeowner is turning West Sherman home into a used car lot. Officer found wrong-facing boat, 2005 Ford F350 diesel truck, a 1989 Jeep Cherokee, a 1997 Honda Accord and a 1994 Acura Integra on the street, which hadn’t been moved. The boat, which had expired tags, had been parked for over two months, according to police log. All vehicles were tagged for towing on July 8.
5:48 p.m. – Single motorcycle reported down in bike lane on Park Street, near Chamber of Commerce. Operator Paul Lester Herzberg, 32, declined to be transported to the hospital by medics. Given verbal warning for no motorcycle endorsement. Motorcycle left in chamber parking lot until arrangements could be made to remove it.
7:30 p.m. – Caller reported hearing a gunshot and seeing a crow fall from the sky, as other crows cawed loudly from nearby power lines. Caller unsure of where gunshot came from. Cleveland.
July 2
12:59 a.m. – Items taken in earlier theft reported returned. 300 block Russell Street.
8:12 a.m. – Deputy responded to Waterloo Campground for reported physical disturbance. Derek Junius Robertson, 49, a transient, was arrested for fourth-degree domestic violence assault and lodged at Linn County Jail.
8:36 a.m. – Kevin Joe Hobbs, 59, cited for driving while suspended, Walmart. Warned for expired registration.
10:12 a.m. – Caller reported that her garbage can was stolen, Eddie Street.
11:59 a.m. – Caller reported vandalism behind Pioneer School. Caller told responding officer that his stepson hangs out in an abandoned house, which the officer identified as being on West Mary Street. Officer checked the property and found an abandoned house with a few shops, with graffiti all over the inside and outside of the house and remnants of fireworks in dry grass on the property. Officer attempted to contact owner to discuss the property’s problems.
12:34 p.m. – John Clark Cole, 42, arrested on Lebanon Municipal Court warrant for second-degree disorderly conduct, a Linn County Circuit Court warrant for failure to appear on a manufacture and delivery of a controlled substance, narcotics, and a Marion County Circuit Court warrant for failure to appear on a fourth-degree assault charge, and cited for driving while suspended. Taken into custody.
2:03 p.m. – Clayton K. Reed III, 41, cited and released for trespass, Burdell.
2:26 p.m. – Nicholas Gene Ford, 32, cited for reckless driving, driving while suspended and driving without insurance, 2200 block, McKinney Lane.
5:52 p.m. – Single vehicle crash on Sodaville-Waterloo Road resulted in injuries to a 13-year-old girl. 38900 block.
July 1
6:43 a.m. – Motor vehicle crash on south Main Street. Toyota Corolla driven by Kristin C. Duncan, 30, struck by 2011 Hyundai driven by Brittny Leann Backer, 27. Backer cited for failure to obey traffic control device – stop sign. Duncan’s vehicle towed from the scene.
7:58 a.m. – Vehicle broken into at Waterloo Campground. $950 worth of items stolen. 31200 block 1st St.
3:12 p.m. – Front license plate stolen off Volkswagen Beetle during previous week. 32300 block Hidden Valley Road.
5:47 p.m. – Sonny A. Agrelius, 23, arrested on multiple charges. Caller reported shoplifting in progress at Rite Aid, Oak Street. Male suspect allegedly put thermos cup and bottled drink in shorts, left market and began walking toward State Farm building. Suspect began running down Park Street, where police stopped to talk to Agrelius, who allegedly gave officer a false name. Agrelius taken to Samaritan Lebanon Community Hospital, then cited and released per instructions from Linn County Jail for Lebanon Municipal Court warrant for failure to appear on third-degree theft charge, statewide Linn County Sheriff’s Office warrant for parole violation – possession of heroin, multiple Albany Police warrants on theft, criminal mischief and trespassing charges. Ordered to report to probation officer within 48 hours.
6:13 p.m. – Hit and run reported on private property. 30600 block Westview Drive.
June 29
7:58 a.m. – Bryan J. Watts, 45, cited for misdemeanor driving while suspended, Main Street.
8:46 a.m. – Caller reported the theft of $1,700 in tools from a vehicle during the night, 5th Street. Report taken.
9:35 a.m. – Shop door damaged, most likely in burglary attempt. Nothing stolen. 33800 block Brewster Road.
11:47 a.m. – Stolen vehicle reported stolen out of Linn County recovered and returned to owner, 6th Street.
4:20 p.m. – Caller reported a wallet taken from his vehicle, 5th Street. Information documented.
9:11 p.m. – Rollover crash due to road rage. Occupants were alert, transported to Samaritan Lebanon Community Hospital. 30100 block Santiam Highway.
June 28
1:34 a.m. – Matthew Paul Miner, 36, cited on Linn County warrant for failure to appear on original charge of driving under the influence, Grant Street.
6:35 a.m. – Caller reported a lawn had been spray painted with profanity, 10th Street. Sidewalk also had been marked. Caller planned to paint over it because it was too short to mow. Information documented.
6:13 p.m. – Caller reported the theft of a BMX Redline bike, Main Street. Report taken.
6:43 p.m. – Caller reported the theft of three jugs of motor oil, a deli sandwich and some drinks, Main Street. Caller needed case number for corporate to access video. Caller to report back after obtaining video.
8:46 p.m. – Wes House cited for second-degree criminal trespass, and a juvenile cited on a Mac Laren Youth Correctional Facility felony warrant for burglary and for second-degree criminal trespass, Grant Street.
June 27
1:58 p.m. – Caller reported that someone entered the caller’s vehicle and stole a 9 mm pistol with ammunition, a wireless speaker, a 200-piece tool set, NASA sweater and a pair of soccer cleats, Walker Road. Loss valued at $500.
8:19 p.m. – Caller reported subjects on a property under construction Park Street. Caller was notified by neighbors of someone on the property. The neighbors could see one person but could hear that person talking to someone else. Officer contacted one male and asked him what he was doing. He said he was just speaking with the ghosts. Officer advised him the owner wanted him to get off the property, and he agreed.
9:41 p.m. – Caller reported three bikes stolen, Santiam Highway. The bikes had been secured with a cable that had been cut.
June 26
10:17 a.m. – Caller reported a fight among an uncle, father and son using 2×4 lumber, Santiam Highway. Officer responded. Two males had gotten into a physical fight. One male had redness on his neck from a headlock but no injuries. The other male went to grab a 2×4, so the first male ran into the house to get his own. The second male left before things escalated. The first male did not want to pursue any charges.
11 a.m. – Austin Alton Wayne Jones, 23, cited on Lebanon warrant for probation violation on original charge of third-degree theft, Linn County warrant for failure to appear on original charge of first-degree burglary and Sweet Home warrant for failure to comply on original charge of third-degree criminal mischief, Cascade Drive.
1:33 p.m. – Caller reported methamphetamine left on the counter, Santiam Highway. Video showed a male making a purchase on June 18, dropping a small baggie with a white crystalline substance on the counter.
2:27 p.m. – Leslie Lee Gibson, 53, cited on Linn County warrants for probation violation and failure to appear on original charge of possession of a controlled substance and Lebanon warrant for failure to appear on original charge of second-degree theft, Santiam Highway.
June 25
10:42 p.m. – Report taken for a fight, where the caller’s son was punched in the face by another person.
1:16 p.m. – Deputies were dispatched to a report of a strange object in the road. It was a cat that had been hit by a car, and wrapped in a bed sheet. 36600 block Gore Drive.
June 23
11:01 a.m. – Caller reported pump house had been tipped over on bank-owned property. 800 block Cascade Drive.
2:09 p.m. – Caller reported someone opened an account under their name and charged $500 to it. Investigation ongoing.
8:19 p.m. – Caller had reported previous burglary in 37100 block of Gore Drive in which several items, including a power washer, were stolen from a shed in her backyard. The hose for the power washer wand had been left behind. Today, she reported that someone broke into her shed again and stole the hose; sometime during the past week.
11:15 p.m. – Deputy found stolen items stashed in some bushes while investigating theft of power equipment from neighbor’s shed. 37100 block Gore Drive.
June 22
7:46 a.m. – Deputy spoke with man who continues to report that he is being harassed by sound waves. 30400 Rancho Road.
1:16 p.m. – Loose cows were put back in their pasture in 40000 block Snow Peak Drive/Richardson Gap Road.
4:22 p.m. – 16-foot PJTM trailer stolen from residence. 35700 block Rock Hill Drive.
7:20 p.m. – Skateboard rider sustained “road rash” as a result of a skateboard crash. He wanted to be taken to the Oregon State Hospital. He was advised that medics would take him to a local hospital if he needed to see a doctor, and he declined their assistance. 39100 block Golden Valley Drive.
June 21
6:34 a.m. – Caller reported that during the previous two days, people had taken approximately $2,000 from caller via Facebook, Oak Street. Report taken.
2:48 p.m. – Deputy responded to the report of a female stranded on an island near Bates Bridge. Located her out of the water up at the road. She was given a ride to Waterloo Park to wait for her friends.
4:04 p.m. – Ashley Mae Waters, 30, cited for third-degree theft, second-degree criminal mischief and possession of methamphetamine, Main Street.
10:58 p.m. – Buffy Gibson cited for second-degree criminal trespass, Santiam Highway.
June 20
3:59 a.m. – Caller reported two missile boring tools valued at $5,000 each and two rolls of copper worth $150 each stolen from a work truck, Airport.
12:39 p.m. – Report taken for hit and run, Wheeler Street.
12:44 p.m. – Report taken for trespassing and the theft of a backpack worth $24.98, Santiam Highway.
1:34 p.m. – Caller reported the theft of a shotgun within the previous 10 days, Market Street.
3:14 p.m. – Caller reported an assault, D Street. Report taken.
June 19
1:05 p.m. – Caller reported the theft of cash and $500 worth of culturally significant Thai books from restaurant and adjacent home, Oak Street.
11:03 p.m. – Caller reported she was scammed out of $600 by a male claiming to be from Coos Bay Police Department. The male, calling from a number showing an actual CBPD phone number, instructed her to stay on the line, walk to Safeway and procure two Target gift cards for $300 each. The caller also provided the male with her debit card number and the last four digits of her Social Security number. The caller needed a case number to provide to her bank. Cedar Street.
June 18
11:12 a.m. – Jerald L. Chasteen, 39, cited and released in field for first-degree trespass, Grant Street. Caller reported being at a house to mow the grass and he saw someone go inside the residence. Officer entered the house and located one subject.
June 17
3:39 a.m. – Buffy Gibson cited for second-degree criminal trespass, Santiam Highway, Knot Hole.
7:12 a.m. – Caller reported a pickup with a camper stuck inside the north end of Lebanon Airport. Officer located a seismologist from the University of Washington. He was at the airport the previous night servicing GPS and seismic equipment when his pickup became stuck in the mud. He was unable to drive it out. A towing company responded, left and did not return. A second towing company pulled out the vehicle in the morning. The vehicle left divots in the mud but did not affect the runway. The scientist did his best to fill in the divots with a shovel. No report.
4:45 p.m. – Caller reported a male has been dumping items in a dumpster that is not his, Main Street. Information documented. If he returns, the caller will try to get a license plate and call police.
June 16
8:25 a.m. – Burglary reported. Unknown amount of items stolen. 37100 block Gore Drive.
8:39 a.m. – Civil dispute about property lines and removing gravel from the area. The reporting party was told to contact a surveyor to map their property lines out. 30600 block Fisher Street.
1:50 p.m. – Caller reported bad service provided by a groomer which caused minor injury to their dog. Caller was told that this is a civil matter as the injuries are not substantial and are consistent with grooming practices where clippers are used. 300 block Cascade Drive.
5:54 p.m. – Deputy flagged down for found backpack. After examination, the citizen realized it was his roommate’s backpack. 100 block Taylor Street.
6:08 p.m. – Deputies located multiple people trespassing on a property. Among them were Tina Rood and Eric York, who were arrested on multiple outstanding warrants. 37600 block River Road.
8:27 p.m. – Michael J. Burk-hadt cited for reckless driving, 2nd Street. Caller had reported a vehicle hitting a parked car.
8:32 p.m. – Tyson Boren, 36, cited for second-degree theft and Lebanon warrant for probation violation, Santiam Highway. Caller had reported someone walking out with a cart full of groceries. Items worth $129 recovered.
