April 29
10:06 a.m. – Cooper Dale Dixon, 52, was arrested on an Albany Municipal Court warrant for failure to appear. He was cited and released.
1:31 p.m. – A caller reported a black replica M16A1 Airsoft rifle, Woodstock BB Gun, wooden handle bow hand saw and black 16-gallon contractor bags. A report for second-degree burglary was taken.
1:10 p.m. – Robert Emmett Tacket, 38, was arrested on a Lebanon Municipal Court warrant for contempt of court and probation violation, original charge driving while suspended. A report was taken.
9:41 p.m. – A fake $100 bill was passed at around 5:30 p.m. the day of the call at Ma’s Restaurant, 2416 S. Santiam Hwy. A report was taken.
9:52 p.m. – Daniel Oliver Oneal, 24, was arrested on Lebanon Municipal Court warrants for contempt of court and probation violation and failure to appear. He was cited and released.
April 28
4:19 p.m. – A caller reported receiving a counterfeit $100 bill in the last two weeks at US MiniMart, 290 W. Oak St. A report was taken.
6:26 p.m. – Kristina Marie Ostram, 49, was arrested on a Lebanon Municipal Court warrant for contempt of court and probation violation.
8:37 p.m. – David J. Parkins, 34, was arrested on a Marion County Municipal Court misdemeanor warrant for possession of a controlled substance, methamphetamine.
April 27
9:28 a.m. – A caller reported a narcotics kit located on a rail car in the 100 block of N. Eighth Street. An officer seized a small white and gray handbag with a lighter, marijuana smoking device and white tube with residue inside. Items seized will be placed into evidence for destruction. A report was taken.
12:08 p.m. – A caller reported gas stolen from a U-Haul overnight in the 1000 block of Tangent.
12:51 p.m. – A caller reported someone broke into her residence in the 700 block of S. 12th Street. The gate to her yard was open when she arrived home. The door into the garage was kicked in and the interior door was open. There was no one in the residence at the time of the call. A Macbook and Canon Rebel camera were entered into LEDS/NCIC.
1:38 p.m. – A caller reported his wallet was stolen from his unlocked vehicle some time overnight in the 1900 block of S. Second Street. His black cloth bi-fold wallet contained $400 cash, credit card, debit card and driver’s license. A report was taken.
April 26
8:40 a.m. – Lebanon Police requested Linn County Sheriff’s Deputies pick up a dog from a location in the 0-99 block of N. Second Street. LPD is seizing the dog as evidence in a case they are investigating where the dog killed another dog. The dog was lodged as evidence. No report was taken.
10:00 a.m. – A caller found a clip full of bullets near the play structure at River Park while he was mowing the lawn, 1235 E. Grant St. An officer retrieved a DJA-1: 1-Smith & Wesson handgun clip with eight rounds of ammo. A report for found property was taken.
10:32 a.m. – Students from Riverview Elementary invited “someone special” to come and sit with them for lunch. LPD officers, Lebanon Fire District personnel and the Strawberry Princesses had lunch with the students of all grade levels to ensure everyone had someone special to eat with.
1:49 p.m. – Shane Christopher McNeely, 20, was arrested for first-degree theft.
2:25 p.m. – A caller reported vandalism in the men’s restroom at River Park, 1235 E. Grant St. Someone scratched “hi” into the concrete divider in the men’s restroom. The caller did not know the cost of repair. A report was taken.
2:34 p.m. – A Walmart employee reported an angry customer complained about about the Lebanon and Dallas stores. The customer made a comment that saying “I wouldn’t be surprised if an active shooter incident happens.” The incident is under investigation.
April 25
12:59 p.m. – A 16-year-old, 14-year-old and two 15-year-olds were referred for minor in possession, marijuana. A caller reported seeing four juveniles using a bong in the bus stop in the 1600 block of S. Ninth Street. A report was taken.
5:31 p.m. – A caller said someone tried to sell a stolen gun to Fast Cash, 3055 S. Santiam Hwy. He reported it to the Oregon State Police. The firearm was listed as stolen in a Linn County Sheriff’s Office case. The gun was seized. A report was taken.
7:21 p.m. – Richard Nathaniel Bird, 20, was arrested on a Lebanon Municipal Court warrant for contempt of court.
7:47 p.m. – Crystal Anne Miano, 32, was arrested on a Lebanon Municipal Court warrant for contempt of court and probation violation. She had an Albany Municipal Court warrant for failure to appear, original charge third-degree theft. She was cited and released.
April 24
10:32 a.m. – A 13-year-old Lebanon School District student was in possession of a THC-laced brownie. The student was referred for minor in possession of a controlled substance, marijuana and released to his or her mother at the district office. A report was taken.
11:52 a.m. – A man reported theft of $379,882.34 from an Umpqua Bank account. A report was taken.
2:08 p.m. – A man requested officers administer a breath test on his 13-year-old son. He said the school called and said his son was drinking alcohol. A report was taken for minor in possession, alcohol. BAC .071.
April 23
6:03 a.m. – Charles Trent Sells, 51, was arrested strangulation and fourth-degree assault domestic violence.
8:06 a.m. – A caller reported two travel pouches, backpack and school supplies were taken from her unlocked vehicle sometime between 6 p.m. on April 22 and 6:30 a.m. on the day of the call in the 200 block of Dodge Street. Nothing was damaged. No report was taken.
8:10 a.m. – A caller reported change, tokens and a grey Gerber switchblade were taken from his unlocked vehicle in the 500 block of S. Grove Street. The blade is engraved with “MC.” The caller said this was the second time in two months the vehicle was entered. A report was taken.
1:25 p.m. – A caller reported his debit card was used to purchase a money gram at Walmart on April 17. he said this was the third time his card had been stolen. He said he has gotten a new card each time it happened. He said he had the card in his possession the entire time. A report was taken.
April 22
3:03 p.m. – Joshua Ryan Zurcher, 33, was arrested on a Linn County Justice Court warrant for probation violation and second-degree failure to appear. He was cited and released.
11:34 p.m – Devin Michael Houseman, 30, was arrested on a Linn County Circuit Court felony warrant for failure to appear, original charge possession of a controlled substance, methamphetamine. He had Lebanon Municipal Court warrants for contempt of court and probation violation and failure to appear. He also had a warrant for unlawful possession of methamphetamine, third-degree escape and resisting arrest.
11:47 p.m. – Amber Dawn Alvarado, 32, was arrested on a Linn County Justice Court warrant for contempt of court.
April 21
1:02 p.m. – William Dustin Cummings, 33, was cited for illegal camping and offensive littering at 800 Milton St.
1:06 p.m. – James Paul Vogel, 41, was arrested for first-degree sexual abuse. He was transported to the Linn County Jail.
3:45 p.m. – A caller reported his 1989 white Honda Accord stolen from the 2800 block of S. Main Road. The vehicle was found at Walker and Stoltz Hill Roads. The passenger-side window had been broken as well as the front marker light and hood release. A report for vehicle recovery was taken.
April 20
12:55 a.m. – A caller reported two males trying to open the passenger doors on their vehicle in the 400 block of Russell Street. The males fled and were not located. No report was taken.
9:12 a.m. – Buffy Jean Gibson, 44, was arrested on a Lebanon Municipal Court warrant for failure to appear, on a criminal citation. She was cited and released.
3:53 p.m. – A caller reported her Whit Grand Cherokee stolen from the 500 block of S. Main Street. The vehicle was parked there at 7:15 a.m. But was missing when the caller returned at 3:30 p.m. The vehicle had a sticker on the passenger side that said “dog is co-pilot.” A report was taken and the vehicle was entered into LEDS/NCIC.
6:33 p.m. – Jody Lynn Trusty, 46, was arrested on an Oregon State Parole Board felony warrant. She also had a Tillamook County Circuit Court warrant for first-degree theft.
Carrie Lynn Whitten, 36, was arrested on an Oregon State Parole Board warrant.
April 19
5:17 a.m. – Deputies assisted a motorist who hit a bull elk on Highway 35 near Seven Mile Lane. No report was taken.
7:46 a.m. – A caller reported an attempted break in some time between 10 p.m. on April 18 and 6 a.m. the day of the call at Barsideous Brewing, 644 S. Main St. There was minor damage to the front door and lock.
8:47 a.m. – A caller reported a man parked in a black Mustang for a couple of hours in the 300 block of S. Seventh Street. Officers contacted the 29-year-old man who said he was using a nearby Xfinity Wi-Fi source. No crime was being committed. An officer told him that it is suspicious to sit in peoples’ neighbors for long periods of time and it will likely generate police contact. No report was taken.
1:06 p.m. – Anthony Douglas Neal, 30, was arrested on Lebanon Municipal Court warrants for second-degree criminal possession of rented personal property and contempt of court and probation violation. He also had a Linn County Circuit Court warrant for failure to appear, original charge possession of a controlled substance, heroin and a Lebanon Justice Court warrant for failure to appear.
April 18
8:53 a.m. – Daniel Joseph Maurice, 52, was arrested on a Lebanon Municipal Court warrant for contempt of court and probation violation. He also had a Linn County Justice Court warrant for failure to appear on a criminal citation.
6:04 p.m. – Kenneth Harold Kelsey, 66, was arrested on a Linn County Circuit Court warrant for probation violation, delivery of a controlled substance, methamphetamine. He was cited and released.
10:03 p.m. – Monte Dale Lee, 46, was arrested on a Lebanon Municipal Court warrant for contempt of court and probation violation.
10:29 p.m. – A caller reported a suspicious vehicle in the 1500 block of S. 12th Street. A deputy contacted people who were sleeping in their vehicles in the area. All parties were warned and advised of other places to go in Albany and Lebanon. No report was taken.
April 17
3:32 a.m. – A caller reported a neighbor walking through the park yelling profanities in the 4100 block of Santiam Highway. No report was taken.
8:40 a.m. – An officer contacted a 45-year-old man who was sleeping at the Holiday Station at Ralston Park, 925 Park St. He gave the man a resource brochure and told him about the breakfast at River Park. The man left the park. No report was taken.
1:34 p.m. – A caller reported a dog got loose in the 100 block of Jennings Street. When the people caught the dog, they started kicking it and it yelped. When an officer arrived, he learned there were two dogs fighting and the owner was pulling his dog off the other.
He initially contacted the resident who said his pitbull attacked his neighbor’s chihuahua in their shared front yard. The chihuahua’s owner immediately took it to the vet. The pitbull had small cuts around its face but none were severe. Dispatch told the officer the chihuahua’s owner called to report the attack. The officer called her and she said her dog was in surgery. She later confirmed with the officer that the chihuahua would survive. The investigation is continuing. A report was taken.
4:16 p.m. – Leonid Samoylich, 39, was arrested on a statewide felony warrant for probation violation, possession of a controlled substance, methamphetamine.
9:46 p.m. – Donna Ashley Lyons, 25, was arrested on a Lebanon Municipal Court warrant for failure to appear.
April 16
1:37 a.m. – A caller reported a suspicious male walking through town carrying a bag under his arm in the 0-99 block of N. Santiam Highway. No report was taken.
7:28 a.m. – A caller reported a metal camera box taken from her front porch in the 3100 block of Oak Terrace Drive. Her camera captured a stocky 5’6” to 5’8” man wearing light colored baggy sweatshirt take the box. Loss value $140. A report for second-degree theft was taken.
9:24 p.m. – A caller reported his black and yellow giant 21-speed bicycle taken in the 1700 block of S. Main Street. Loss value: $200. A report was taken.
April 15
1:59 p.m. – William Dustin Cummings, 33, was arrested on a Lebanon Municipal Court warrant for contempt of court and probation violation.
April 14
3:58 a.m. – Arlen Fick, 35, was arrested for being out of compliance with his sex offender registration requirements. He was transported to the Linn County Jail.
11:20 a.m. – Tyler Powell was arrested on a Lebanon Municipal Court warrant for contempt of court and probation violation.
6:59 p.m. – Charles Martin Egner, 45, was arrested on a misdemeanor Linn County Circuit Court warrant for probation violation, second-degree failure to appear. He also was cited for first-degree criminal trespass. Tina Ann Rood, 40, was cited for first-degree criminal trespass.
A caller saw a “transient-looking” male climb the fence into the backyard of a vacant house in the 200 block of Walker Road. An officer saw a bike and cart in the backyard and the house had a broken window. Enger ran down Birch Street but was detained. Rood was cited and released. Egner was lodged at Linn County Jail on his warrant.
7:52 a.m. – An 18-year-old male took LSD or acid and walked out into traffic in the 900 block of S. 10th Street. Three other people were with him. Medics were tapped out and Albany was responding. The man told officers he was not trying to hurt himself, he was just having a bad trip. He was cleared by medics. His parents arrived and took care of him. No report.
April 13
9:03 a.m. – A caller said the flower bed and brick wall in front if his residence were vandalized overnight in the 1000 block of Kees Street. A report for second-degree criminal mischief was taken.
11:35 a.m. – Samantha Foreman, 49, was arrested on a Lebanon Municipal Court warrant. She was cited and released.
1:02 p.m. – A caller reported an adult male who appeared to be setting up camp in the alleyway between A and B Streets. Officers made contact with the 29-year-old man who said he was picking up items that were disposed of in the alley. No report was taken.
1:43 p.m. – A caller reported a transient man living under his travel trailer at night in the 500 block of W. A Street. He said a neighbor observed the man sleeping under the trailer the previous night. Officers spoke with the 29-year-old man who denied sleeping under the trailer but agreed to staying off of the caller’s property.
3:07 p.m. – A caller said her 15-year-old daughter was approached by a man the previous day after school in the Lebanon High School staff parking lot, 1700 S. Fifth Street. He asked her if she wanted a ride. She said no then he whistled her. He later returned and asked her again. The second time he approached her another female stayed with the 15-year-old until the man left.
9:30 p.m. – Brian Lee Campbell, 36, was arrested on Lebanon Municipal Court warrants for contempt of court and probation violation and failure to appear on a criminal citation, original charge resisting arrest.
April 12
8:59 a.m. – Buffy Jean Gibson, 44, was arrested on a Lebanon Municipal Court warrant for contempt of court and probation violation. She also had an Albany Municipal Court warrant for failure to appear.
10:14 a.m. – A caller reported her vehicle was entered on April 11 while it was parked in the Lebanon High School student parking lot, 1700 S. Fifth St. Items inside the vehicle were moved around and $170 was missing from the glove compartment. The caller just wanted the money back as she needs it to pay for her sports fees. A report was taken.
8:50 p.m. – Sammy Jo Santoyo, 32, was arrested on Marion County Circuit Court warrants for possession of heroin, two counts of second-degree theft, third-degree theft and contempt of family supports. Marion County issued a court date as Lebanon Police Department officers had no way of transporting her to the Linn County Jail.
11:27 p.m. – Officers contacted a 58-year-old man who was rummaging through the passenger side of a vehicle near S. Main and E. Isabella Streets. He is living out of the vehicle and was counseled on camping in the city. No report was taken.
April 11
1:40 p.m. – Donna Ashley Lyons, 25, was arrested on a Coos County Circuit Court warrant for criminal mischief. She also was charged with first-degree criminal trespass. She was cited and released because the Linn County Jail did not have any female beds available at the time of arrest. She was given a court date and time to appear at the Coos County Courthouse.
2:51 p.m. – A caller reported a black Gary Fisher bike with silver pedals and “horns” on the handlebar was stolen from Peppers, 2752 S. Santiam Hwy. A report for second-degree theft was taken.
April 10
8:04 a.m. – A caller reported arthritis medication and neighbors mail were taken from her unlocked vehicle, in the 300 block of E. Isabella Street. A report was taken.
8:17 a.m. – A caller reported her purse was taken from her locked vehicle, in the 400 block of E. Isabella Street. There was minor damage to the vehicle from the doors being pried open. A report was taken.
9:51 a.m. – Stephanie Elise Russitano, 33, was arrested on a Lebanon Municipal Court warrant for contempt of court and probation violation, original charge following too close.
11:11 a.m. – A caller reported a blue older 4-wheel drive Chevy pickup truck dumped trash at River Park, 1235 E. Grant St. The vehicle was last seen heading eastbound over the bridge. A report was taken.
11:56 a.m. – Benjamin Edward Jackson turned himself in on a Lebanon Municipal Court warrant for failure to appear on a criminal citation. He was cited and released.
12:08 p.m. – Joshua Lee Laub, 29, was arrested on a Lebanon Municipal Court warrant for failure to appear on a criminal citation.
1:02 p.m. – Nicole Annette Overman, 35, was arrested on Linn County Circuit Court misdemeanor warrant for failure to appear, original charge possession of a controlled substance, methamphetamine.
6:18 p.m. – Jon Julian Robertson, 47, turned himself in on a Sweet Home Municipal Court warrant for failure to appear, original charge harassment. He was cited and released.
April 9
1:36 a.m. – Eric Tate Storkson, 31, was arrested on a Lebanon Municipal Court warrant for contempt of court and probation violation. He also had an Oregon State Parole Board warrant. Storkson was charged with resisting arrest and transported to the Linn County Jail.
8:11 a.m. – Robert Duane McElroy, 48, was arrested on a Linn County Justice Court warrant for second-degree failure to appear.
10:21 a.m. – Two officers attended the Boulder Falls Inn hotel safety meeting and accompanied personnel with a walk-through while advising of safety and security recommendations.
12:40 p.m. – Matthew Dean Muscutt, 32, was arrested on a Lebanon Municipal Court warrant for contempt of court and probation violation.
4:25 p.m. – A caller said a terminated employee showed up at his former job and threatened him saying he would “kick his ass,” in the 2600 block of Santiam Highway. An officer contacted the former employee, who was acting strangely and threatening the officer. The officer called for cover. The former employee told the officer to “get his ass” back to his police car. The former employee calmed down and was issued a trespass notice. No report was taken.
5:22 p.m. – A Linn County Sheriff’s Deputy spoke with a caller about people playing Pokemon Go at the cemetery in the 37200 block of Cemetery Road.
6:51 p.m. – A caller reported a 60-year-old man lying by the canal on the sidewalk twitching, in the 1900 block of S. Main Street. Medics were dispatched but the man, who was intoxicated, declined. No report was taken.
