Public Safety: July 2017

*All information presented herein is obtained from publicly available Oregon court and law enforcement records. The Oregon Public Records Law, as detailed in the Attorney General’s Public Records and Meeting Manual, allows public access to these records. Every individual named or referenced is presumed innocent until proven guilty in a court of law.

July 6

7:33 a.m. – A girls bike with training wheels was found and turned at the Justice Center. A report was taken.

11:21 a.m. – A 1924 silver dollar was removed from the fountain at the Oregon Veterans’ Home on June 14. An unknown man with his daughter and possibly wife took the silver dollar. Estimated value 50 cents.

11:39 a.m. – A caller reported mail taken from the front porch of a residence in the 3300 block of Foxglove Street. A “Kustom Kamera” car magazine was taken on July 5 between 11:59 a.m. and about 4 p.m. A report for third-degree theft was taken.

4:22 p.m. – A woman found a cell phone with a dead battery in the 400 block of E. Grant Street. A report for found property was taken.

4:49 p.m. – Nicholas Hunter, 35, was arrested on a Linn County Circuit Court state-wide felony warrant for delivery of a controlled substance, heroin.

5:15 p.m. – A Dish satellite was found on the ground at the Lebanon High School football field. The satellite did not belong to the high school. It was seized as found property.

5:17 p.m. – A caller reported damage to the lower part of the electrical box in the alleyway of Strawberry Plaza. The box was secure and functional. A report was taken.

July 5

11:06 a.m. – A black and yellow Mongoose mountain bike was found in the 1300 block of E. Grant Street. A report for found property was taken.

11:27 a.m. – Kevin Lee Ashe, 25, was arrested on a Lebanon Municipal Court warrant for contempt of court and probation violation. He also had a Linn County Circuit Court warrant for failure to appear, original charge third-degree theft.

4:35 p.m. – A man said he took a bicycle from a garbage can at the Park Manor Apartments and wanted to know if it was stolen. He signed a form indicating he would like the bike if the owner could not be located. The bike was seized as found property and a report was taken.

6:34 p.m. – Brian Lee Campbell, 36, was arrested for menacing and unlawful use of a weapon.

8:36 p.m. – A woman was on a hospital hold and trying to leave Samaritan Lebanon Community Hospital. She was making suicidal statements and saying she was going to go home. She was under a doctor’s orders and trying to walk away. She was resistive so an officer placed her in handcuffs and took her back to the emergency room with the help of security. She was given medication in the emergency room and went to sleep. No report.

July 4

3:55 a.m. – A caller said a male was inside his Jeep, in the 300 block of Boulder Falls Drive. The male, who appeared to be in his early 20s, left on a bicycle towards Reeves. Officers were unable to locate the suspect in the surrounding area. Missing were a larger Gerber folding knife and two Swiss Army knife card tools. A medical device, charging unit and tow strap, that did not belong to the caller, were found nearby. They were possibly from another car prowl. A report was taken.

6:50 a.m. – Shawn Michael Alan Hoggat, 33, was arrested on a Marion County Circuit Court warrant for possession of heroin.

10:03 a.m. – Steven Michael Myrdahl, 33, was arrested on a Lebanon Municipal Court warrant for contempt of court and probation violation.

2:06 p.m. – An explosive was used on a portable toilet near the boat ramp sometime overnight. It destroyed the tank. Estimated value $800. A report was taken.

3:57 p.m. – A female juvenile was stumbling around and appeared to be intoxicated, near Milton and Filbert Streets. She was with two older males. Officers contacted and requested medics for 17-year-old dehydrated female. Her mother was on the scene and the girl was admitted to Samaritan Lebanon Community Hospital. A report was taken.

5:33 p.m. – Ronald Andrew Mowdy, 23, was arrested on a Linn County Circuit Court warrant for failure to appear, original charge fourth-degree assault.

8:16 p.m. – A black pitbull was found in the 100 block of Hobbs Street. He was wearing tags and dog license. His owner was contacted. A report was taken.

10:59 p.m. – Timothy Isaiah Baldwin, 35, was arrested for DUII and also charged with reckless endangering and reckless driving. BAC: 0.19. Two vehicles crashed near S. Santiam Highway and Weirich Drive. Baldwin was the driver of a 2001 Nissan Sentra. The other vehicle was a 1991 Toyota Corolla. LPD took the case because Oregon State Police was not in the area. OSP responded well after the investigation began, so LPD finished it.

11:33 p.m. – Rachael Cheyenne Barkdull, 22, was arrested on a Lebanon Municipal Court warrant for contempt of court and probation violation. She was cited and released at the scene due to call load and DUII involving Baldwin.

July 3

8:57 p.m. – Jacob Noel Yonker, 32, was arrested on a Lebanon Municipal Court warrant for contempt of court and probation violation.

July 2

6:58 a.m. – LPD assisted the Lebanon Fire District with a  brush fire on the north end of a mill property at Milton and Post Streets. A report was taken.

7:54 a.m. – Brennen Tyler Seplocha, 25, was arrested on a Lebanon Municipal Court warrant for contempt of court and probation violation.

6:56 p.m. – Ronald Andrew Mowdy, 23, was arrested on a Benton County Court warrant for second-degree criminal mischief. He also had a Lebanon Municipal Court warrant for unlawful possession of inhalants and an Albany Municipal Court warrant for failure to appear.

7:51 p.m. – A caller reported three boys about 10 to 13 years old were crawling on the roof of Cascades School. They were wearing backpacks and were on top of the gym crawling toward the west side. Officers counseled two 14-year-old boys and left a card for parents to call. No report was taken.

8:46 p.m. – Michael Thomas Blohm, 37, was arrested on a state-wide felony warrant out of Linn County Sheriff’s Office for probation violation, original charge possession of a controlled substance, methamphetamine. He also had a Lebanon Municipal Court warrant for contempt of court. Officers spotted Blohm at the Knothole. He ran towards the post office and jumped a fence toward the DMV. Officers lost sight at the DMV but was spotted again running near the post office. Report for warrants, resisting arrest and interfering.

11:51 p.m. – Justin Stephen Davis, 30, was arrested for DUII, near the 700 block of Milton Street. BAC: .19. His vehicle was impounded.

July 1

9 p.m. – A dog was hit by a car near E. Grant and S. Williams Streets. A vet from the animal hospital was en route. The dog was still alive and moved to the side of the road. No report.

June 30

12:54 p.m. – Osmus Doug Garfield, 28, and Darrell Gene Mullenix, 43, were both arrested for second-degree criminal trespass.

2:13 p.m. – A woman turned in an old firearm for disposal at the Justice Center.

3:39 p.m. – A 3-year-old boy went to urgent care after being bitten by a dog. He was petting the dog inside of a house when it bit him, unprovoked. There were puncture wounds on the top and bottom of the boy’s left arm. The incident is under investigation.

4:55 p.m. – Christian Phillip Riley, 39, was arrested on three Linn County Circuit Court warrants for first-degree burglary, third-degree theft, second-degree theft, possession of a controlled substance, methamphetamine. He also had an Albany Municipal Court warrant for failure to appear, original charge second-degree criminal trespass and a State Parole Board warrant for parole violation. Heather Nicole Matney AKA Hopper, 23, was cited and released on misdemeanor warrants out of Linn County Justice Court and Sweet Home Police Department.

June 28

1:49 a.m. – Brenna Rae Candler, 37, was arrested on a Lebanon Municipal Court warrant for contempt of court and probation violation. She also had an Oregon State Parole Board warrant for parole violation.

9:28 a.m. – A caller said he possibly witnessed a home burglary, in the 700 block of Harmony Street. Two people were carrying a big screen TV. The home owner later reported the following items stolen: 55 inch Sony Bravia TV, value $1,393; 32 inch Sony smart TV, value $789; Rigid 3½ roundhead framing air nailer, value $229; Rigid 1 ¾ coil roofer air nailer, value $229; Rigid jigsaw, value $79; Rigid 18v cordless drill, value $42. A report for first-degree theft was taken.

11:28 a.m. – Michael Travis Flanigan, 23, was arrested on a Lebanon Municipal Court warrant for contempt of court and probation violation, original charge attempt to elude police officer.

2:55 p.m. – A caller said a male hit the “Can Man” while he was walking in the 600 block of S. Main Street. Officers contacted the man who said a male and two females pushed him to the ground. He had a small cut on his right elbow and complained of mild back and neck pain from hitting the ground. He is very hard of hearing and it was unclear what the scuffle was about. The involved parties may have been caught on a business’ camera. The suspects left in a van. Report for harassment.

5:49 p.m. – Baseball equipment was found near Tangent and N. Fifth Streets. A report was taken.

7:24 p.m. – Tanner Massey, 22, was arrested on a Linn County Sheriff’s Office felony warrant for probation violation, original charge possession of a controlled substance, methamphetamine. He also had a Lebanon Municipal Court arrest warrant for contempt of court and probation violation, original charge second-degree criminal trespass.

8:12 p.m. – A debit card was found in the ATM at US Bank. It was taken to the Justice Center.

8:24 p.m. – Sara Nicole Holtz, 28, was arrested for disorderly conduct and also charged with harassment.  A caller said two females were screaming and yelling, in the 3100 block of S. Santiam Highway. The other female was given a courtesy ride to a different location.

June 27

12:15 a.m. – Oregon State Police had Jordan Alexander Stewart, 19, in custody on a Lebanon Municipal Court warrant for contempt of court and probation violation. The trooper transported him to the Lebanon Justice Center.

7:05 p.m. – A caller said his yellow Lab was attacked by his neighbor’s dog, in the 2600 block of S. 11th Street. He said it has been an ongoing issue with the dog being loose and aggressive. The suspect dog entered the caller’s yard and attacked his dog. The dog’s owner was cited for dog at large and nuisance dog. A report was taken.

June 25

1:10 a.m. – Maura Michelle Viles, 26, was arrested on a Linn County Circuit Court warrant for DUII. She also had a Linn County warrant for delivery of methamphetamine and possession of heroin.

8:48 a.m. – Korey Joe Conway, 49, was arrested on a felony Linn County Circuit Court warrant for failure to appear, original charge possession of a controlled substance, methamphetamine. He had a Linn county warrant for second-degree theft, second-degree criminal mischief and second-degree failure to appear.

June 24

5:40 p.m. – Dustin Kyle Coughran, 27, was arrested on a Linn County Sheriff’s Office felony warrant for probation violation. He also had seven Sweet Home Municipal Court warrants for failure to appear.

Samantha Christine Mansell, 24, was arrested on a Linn County Circuit Court felony warrant for failure to appear.

8:44 p.m. – Darren Duane Osborne, 32, was arrested on a Linn County Circuit Court warrant for probation violation. He also had a Linn County Felony warrant for first-degree burglary.

8:50 p.m. – Wendy Marie Garrison, 39, was arrested on a Lebanon Municipal Court warrant for contempt of court and probation violation. She also had a Linn County Supervisory Authority warrant for probation violation, original charge possession of a controlled substance, methamphetamine.

9:37 p.m. – Brandon Leroy Greer, 41, was arrested on a Lebanon Municipal Court warrant for failure to appear. He also had a Lebanon Municipal Court warrant for second-degree failure to appear, contempt of court and probation violation. He had an Albany Municipal Court arrest warrant for failure to appear,  a Linn County felony warrant for failure to appear and a Linn County warrant for possession of heroin and methamphetamine.

June 23

7:55 a.m. – Joshua Eino Pruitt, 22, was arrested on a state-wide felony warrant out of Linn County Circuit Court for failure to appear, original charge unauthorized use of a vehicle. He also had an Oregon State Parole Board state-wide felony warrant for parole violation and a Lebanon Municipal Court warrant for contempt of court. A caller reported her 2002 Honda Civic stolen from the 1500 block of Downing Drive. At 8:21 a.m., officers located the vehicle on David Drive with a male inside. At 9:06 a.m., the vehicle owner had possession of the car.

8:46 a.m. – A caller reported his Honda Civic stolen from the 2100 block of Park Drive. He found the vehicle around the corner with all the windows down and the panels torn off. A report was taken.

10:47 a.m. – A resident in the 700 block of S. Williams Street said her neighbor’s dog pulled her pet rabbit through the fence and attacked it two days ago. The rabbit had injuries. A report was taken.

12:47 p.m. – Donyail Shalee Hoffman, 31, was arrested on a Linn County Sheriff’s Office state-wide felony warrant for probation violation, original charge criminal mischief.

3:11 p.m. – Leonid Samoylich, 39, was arrested for identity theft. A man attempted to cash savings bond had identification that did not belong to him. The suspect was confirmed to be Leonid Samoylich.

5:55 p.m. – During booking, Raymond Mullenix, 50, was found to have methamphetamine. He was charged with possession of a controlled substance, methamphetamine.

7:17 p.m. – Scott Roger Feigum, 33, was arrested for first-degree criminal mistreatment and third-degree assault.

June 21

1:59 p.m. – A man said his Smith and Wesson .40-caliber, semi-automatic pistol was stolen out of his vehicle, in the 2200 block of McKinney Lane. The gun was sitting, unholstered between the seats of his vehicle. The gun has a black lower and a gray slide. He valued it at $400 and said it had a full magazine of hollow point rounds in it. The vehicle locks do not work. The vehicle was not damaged. A report for stolen firearm was taken.

June 19

11:42 a.m. – Judith Irene Nix, 29, was arrested on a Salem Muni-cipal Court warrant for failure to appear arraignment, original charge failure to carry and present ODL. She also had two Marion County Circuit Court felony warrants for possession of controlled substance, methamphetamine and third-degree theft. She had an additional Marion County Circuit Court warrant for failure to appear, original charge possession of a controlled substance, methamphetamine.

2:06 p.m. – A white Kona mountain bike with a cracked side mirror was stolen from the back patio of a residence in the 2200 block of McKinney Lane. It is believed to have been taken between the evening of June 17 and the next morning. Approximate value: $400.

3:09 p.m. A man reported his wallet stolen while he was in Samaritan Lebanon Community Hospital. The wallet contained his drivers license, credit cards, cash, veteran ID, social security card and $400 cash. A report was taken.

3:20 p.m. – A wallet was found in the 300 block of Berry Street. It contained an Oregon trail card and gift cards. Officers called the numbers associated with the wallet’s owner. Report for found property.

June 18

12:21 p.m. – David L. Rood, 42, was arrested on a Lebanon Municipal Court warrant for contempt of Court and probation violation.

6:56 p.m. – Zachary Wayne Kemper, 20, was arrested on a Lebanon Municipal Court warrant for contempt of court and probation violation. A caller said two male juveniles appeared to be going through someone else’s car in the Walmart parking lot. An officer contacted the car owner, nothing was taken. Report for unauthorized entry into a motor vehicle.

7:38 p.m. – Zachary Wayne Kemper, 20, was arrested for third-degree theft. A Walmart employee reported a backpack stolen.

June 17

Cole David Kingsberry, 25, was arrested on a Lebanon Municipal Court warrant for contempt of court and probation violation. He also had a Linn County Supervisory Authority warrant for probation violation, original charge possession of a controlled substance, heroin, and a Linn County Circuit Court warrant for failure to appear, original charge possession of a controlled substance, heroin.

1:45 p.m. – Victoria Leah Ann Kare Challe, 32, was arrested on an Albany Municipal Court warrant for failure to appear, original charge giving false information to police. She had another warrant for failure to appear, original charge third-degree theft.

4:09 p.m. – Emily Asta Hansen, 23, was arrested for shoplifting at Walmart.

6:25 p.m. – Monte Dale Lee, 45, was arrested on a Lebanon Municipal Court warrant for contempt of court and an additional charge of possession of a controlled substance, methamphetamine.

8:23 p.m. – Amanda June Colson, 31, was arrested on Lebanon Municipal Court warrants for contempt of court and probation violation. Jacob Noel Yonker, 32, was arrested on a Lebanon Municipal Court warrant for contempt of court and probation violation. He also had two Linn County Circuit Court warrants for probation violation, original charge possession of a controlled substance, methamphetamine, and Linn County Circuit Court warrant for failure to appear.
