Public Safety July 2023

Warrants are out on the following individuals: Selina Renee Ford-Blackburn, Steven Michael Cooley, Shawn Patrick Cruise, Michael Travis Flanigan, Melissa Nicole Fox, Jessica Jo Gambee, Matthew David Griner, Aaron Thomas Halvorson, Dustin Neal Herron, Cody Dean Hildebrandt, Devin Michael Houseman, Christopher Lee Hurt, Shawn Luke Jayne, Faron Walter Kennedy, James Andrew Linder, Mikel Vincent Lizama, Sarah Ann Loeks, Kasey Wayne Miller, Kirk Daniel Murphy, Lerae Nicholle Ruck, Rosemary O. Saviour, Gary Forrest Schaeffer, Jerrod Slade Schooley, Tiffani Kendra Stubblefield and Darnell T. Wells.

Randy Orin Baldwin, 37, was charged Aug. 10 with strangulation and fourth-degree assault, both constituting domestic violence. Bail was set at $10,000.

Herman J. Barawis, 55, was charged July 24 with third-degree robbery and fourth-degree assault constituting domestic violence. Bail was set at $15,000.

Jose Francisco Cabuto, 21, was charged Aug. 7 with fourth-degree assault and second-degree assault, both constituting domestic violence. He posted 10% of a $50,000 bail.

Richard Ronald Leo Carrillo, 48, was sentenced Aug. 11 to one year suspension of a driver’s license, 30 days jail, 16 months with the Oregon Dept. of Corrections, 36 months post-prison supervision and $1,400 in fines based on a guilty plea to attempt to commit a Class B felony second-degree assault, unlawful use of a firearm and DUII with a .14% BAC. Charges of fourth-degree assault, menacing and strangulation were dismissed.

Jason Andrew Garmoe, 22, was sentenced July 28 to 120 days jail, 135 months with the Oregon Dept. of Corrections, 10 years post-prison supervision and $1,00 in fines based on a plea of guilty to two counts of first-degree sexual abuse, two counts of third-degree sexual abuse and two counts of attempt to commit a Class B felony first-degree sexual abuse. A third first-degree sexual abuse charge was dismissed. The offenses occurred against three individuals, one of whom was under the age of 14 and another under the age of 16.

Ryan Scott Harris, 40, was charged July 26 to two counts of strangulation, two counts of harassment, three counts of interference with making a report, and fourth-degree assault, all constituting domestic violence. Bail was set at $40,000.

Cody Dean Hildebrandt, 32, was charged July 28 with unauthorized use of a vehicle.

Dakota Alan Ray House, 20, was sentenced July 7 to 18 months with the Oregon Dept. of Corrections and 12 months post-prison supervision based on a plea of no contest to unauthorized use of a vehicle. In a separate case he was sentenced to 13 months with the Oregon Dept. of Corrections and 12 months post-prison supervision based on a no contest plea to identity theft. Three other identity theft charges were dismissed.

Curtis Raymond Hughes, 49, was charged July 18 with felon in possession of a firearm and possession of a firearm or dangerous weapon in a public building or court facility. Bail was set at $75,000.

Jason Douglas Koenig, 44, was charged Aug. 10 with first-degree sex abuse. Bail was set at $30,000.

Jose Lemus-Lopez, 45, was sentenced Aug. 3 to 90 days jail, 33 months with the Oregon Dept. of Corrections and 36 months post-prison supervision based on a guilty plea to first-degree burglary, two counts of first-degree criminal mischief, and second-degree criminal mischief. Charges of second-degree criminal mischief, second-degree theft and giving false information were dismissed.

Zachary John Marshall, 30, was charged Aug. 1 with unauthorized use of a vehicle.

Steven Troy Marquadt, 60, was charged July 18 with third-degree sodomy and first-degree online sexual corruption of a child for allegations involving a child under the age of 16. Bail was set at $25,000.

Darrell Gene Mullenix, 49, was charged Aug. 3 with first-degree criminal trespass, third-degree theft, fourth-degree assault, menacing, attempted assaulting a police officer, second-degree disorderly conduct and second-degree robbery. Bail was set at $50,000.

Kirk Daniel Murphy, 69, was charged Aug. 4 with unlawful use of a weapon and recklessly endangering another person.

Thomas Ray Pimental, 25, was charged Aug. 4 with two counts of second-degree theft, four counts of identity theft, two counts of second-degree forgery, third-degree theft and three counts of mail theft.

Richard Dean Raisor, 47, was sentenced July 7 to 30 days jail, 18 months with the Oregon Dept. of Corrections and 12 months post-prison supervision based on a plea of guilty to first-degree criminal mischief, second-degree criminal mischief and fourth-degree assault. A charge of failure to perform the duties of a driver was dismissed.

Edward Ramos, 43, was charged July 17 with two counts of strangulation constituting domestic violence, fourth-degree assault constituting domestic violence, and second-degree attempted kidnapping. Bail was set at $40,000.

Nicolas Coronel Santiago, 51, was placed in the diversion program for DUII with a .05% BAC.

Joshua Lee Schwartzer, 26, was charged Aug. 2 with second-degree disorderly conduct and first-degree criminal mischief.

Michael Paul Shaddon, 51, was charged July 24 with DUII and placed in the diversion program after pleading no contest to DUII with a .17% BAC.

Robert Christian Smith, 60, was sentenced July 26 to 15 days jails and 24 months supervised probation based on a no contest plea to third-degree robbery and fourth-degree assault. Charges of first-degree theft and strangulation were dismissed.

Paul Walter Ulm, 57, was charged July 30 with DUII, reckless driving and criminal driving while suspended.

July 30

12:06 a.m. – Anson Grazer, 46, of Lebanon, arrested on outstanding warrant for probation violation. Cited and released. 37100 block Gore Drive. Report taken.

9:11 a.m. – Jeremiah Felde, 42, of Lebanon, cited on warrant, 3000 block S. Santiam Hwy. Report taken.

9:52 a.m. – Michael Fisher, 40, of Lebanon, arrested for domestic harassment after female reported that she had been pushed over by adult male in 32500 block Hayden Road. Fisher was lodged at Linn County Jail. Report taken.

3:15 p.m. – Edward Prechel, 62, of Lebanon, cited and released on active warrant, 2600 block S. Santiam Hwy. Report taken.

5:23 p.m. – Shawn Rodriguez, 34, of Albany, cited for driving while suspended, on warrants, River Road/Mountain River Drive. Report taken.

7:01 p.m. – Theft of fuel from truck reported in 4100 block Santiam Hwy.

7:59 p.m. – Trespass and theft of camera reported in 34900 block Santiam Hwy. Investigation ongoing. Report taken.

9:11 p.m. – Katrina Counts, 51, of Lebanon, cited for driving while suspended, driving uninsured, 2500 block S. Santiam Hwy.

9:41 p.m. – Jessica Henderson, 35, of Lebanon, cited for driving while suspended, driving uninsured, 2200 block McKinney Lane.

July 29

12:40 a.m. – Deputy responded to crash in area of Gore Drive/Rowell Lane. According to Sheriff’s Office, Elijah O’Brien, 19, of Lebanon, was driving a vehicle that struck a parked car. Insurance information exchanged. No citations. Report taken.

9:41 a.m. – Kyle Hernandez, 28, of Salem, cited for speeding, 78/55, Brewster Road/Hwy. 226.

3:36 p.m. – Deputy stopped vehicle for loud exhaust. Juvenile driver cited for driving uninsured, 2300 block S. Santiam Hwy.

9:01 p.m. – Glock 43X pistol reported stolen from 31000 block Berlin Road. Report taken.

10:12 p.m. – Caller reported wallet stolen from 37100 block Gore Drive within previous two days. Wallet and contents valued at approximately $70. Report taken.

July 28

1:29 a.m. – Dale Luttmer, 62, of Lebanon, cited for speeding, 90/55, 35600 block Spicer Drive.

3:09 a.m. – Tina Miller, 37, of Lebanon, cited on warrant, 3000 block S. Santiam Hwy. Report taken.

3:30 a.m. – _____________ cited for driving uninsured, 1000 block Park St.

4:00 p.m. – Caller reported burglary in 35300 block Hwy. 34. Barn was entered but nothing of value was reported stolen. Report taken.

6:43 p.m. – Joseph Christian Weedman Gunkel, 39, of Lebanon, cited for operating semi truck and trailer in inside passing lane of Highway 20 in area of Sturtevant Road. Also cited for failure to carry proof of insurance.

July 27

4:04 a.m. – Anthony Middleton, 60, of Lebanon, cited on warrant, 2500 block Division Way. Report taken.

4:15 a.m. – Kurtis McClurg, 34, of Sweet home, cited for driving while suspended, driving uninsured, and on warrants, 2200 block S. Santiam Hwy. Report taken.

5:03 a.m. – Travis Feist, 36, of Lebanon, cited on warrant, Santiam Hwy./Russell Drive.  Report taken.

5:16 a.m. – Dustin Phares, 41, of Lebanon, cited on warrant, 1700 block S. Main St. Report taken.

8:48 a.m. – Joy Anna Stackhouse, 51, of Sweet Home, cited for speeding, 81/55, 30600 block Santiam Hwy.

6:28 p.m. – Dylan Breedlove, 29, of Salem, cited for failure to obey traffic control device, 200 block W. Airport Road.

9:10 p.m. – Caller reported someone spray painted the back side of their house in 38300 block River Drive. Investigation ongoing. Report taken.

July 26

2:07 p.m. – Dianna Boullester, 60, of Albany, cited on Lebanon Municipal Court warrant after unrelated incident in South Santiam river in 34900 block Brewster Road. Sheriff’s deputies and Scio Fire personnel rescued Boullester after her kayak rolled and she was stranded on an island. Report taken.

9:24 p.m. – Alex Perkins, 34, of Lebanon, cited for operating motorcycle without a license following injury crash that occurred in 39300 block Gross Street in Waterloo. According to Sheriff’s Office, Perkins was operating a motorcycle with a passenger on the back when a deer jumped into the roadway in front of them, causing the crash. Passenger, who was not identified, received non-life-threatening injury. Report taken.

July 25

2:41 a.m. – Aaliah Brog-Gruggiero, 25, of Lebanon, cited for speeding, 85/55, Hwy. 34/Denny School Road.

11:46 a.m. – Vincent Lutzi, 23, of Lebanon, cited for driving while suspended, driving uninsured, Crowfoot Road/View Lane.

12:21 p.m. – Tina Pruitt, 49, of Lebanon, cited for driving uninsured, driving while suspended, failure to carry and present proof of insurance, and on warrant, 1600 block S. Main St. Report taken.

1:52 p.m. – Sheriff’s Office performed welfare check on caller’s elderly mother. She was located safely at a casino. 2700 block Cascade Drive.

3:23 p.m. – Deputies responded to injury crash in area of Brewster Road/Mt. Hope Drive.  Nicholas Peterson, 19, of Lebanon, cited for failure to drive within lane. One driver transported to hospital with non-life-threatening injuries. Report taken.

4:52 p.m. – Caller reported her identity was stolen and someone attempted to use her information to file for unemployment, 31300 block Sodaville Road. Report taken.

July 24

7:11 a.m. – Caller reported ducks are constantly escaping neighbor’s property and wandering on roadway in 32400 block Hidden Valley Road.

8:08 a.m. – Sheriff’s Office located vehicle crashed into fence in area of Crowfoot Road/Hillview Drive. Investigation ongoing. Report taken.

10:01 a.m. – Christopher Hill, 23, of Idaho, arrested on warrant, for giving false information to police officer, 29800 block Santiam Terrace Road.  Report taken.
