Public Safety June 2018

June 10

Two thefts reported in commercial areas.

Two persons arrested on warrants.

4:50 p.m. – Caller reported that someone entered her vehicle and stole a stereo, 600 block of Airway Road. Report taken.

10:16 p.m. – Caller reported someone in the trunk of the vehicle in front of the caller at the Taco Bell drive-through, 12 E. Airport Road. The caller said someone got out of the vehicle and punched the person in the trunk. Officer responded. Juveniles  decided it would be funny to have a friend take food from the drive-through from inside the trunk. When it didn’t go as planned, they pulled out of the drive-through, and the friend got back in the car. The vehicle pulled away. Officer counseled them on the crimes and resources spent. They were apologetic.

June 9

9:25 a.m. – Caller reported that the roof of his truck was dented during the night, 1000 block of Fuji. Report taken.

12:54 p.m. – Caller reported the theft of food for the past month and then a bicycle, grinder stand, ladder, fishing poles, a battery, metals and large rock collection from an enclosed back porch, 400 block of W. A Street. Report taken.

2:34 p.m. – Caller reported a fraudulent $100 bill, 2660 S. Santiam Hwy., Shari’s. Officer located the suspect, who said he didn’t know the bill was fake. Officer counseled the man about being in possession of fake money as well as attempting to make a purchase with fake money. The male would not tell the officer who gave him the money. Officer counseled him on being more careful with whom he associates and his decisions trying to protect people. Report taken.

4:40 p.m. – Caller reported the accidental discharge of a gun while cleaning it, 900 block of W. D Street. Officer counseled the responsible person on the cardinal rules of firearms and cleaning the firearm in the house. The round went through a washing room, garage and fence and then bounced off a neighbor’s house. No injuries.

June 8

Five persons arrested on warrants

Two drivers cited for using a cell phone.

7:11 a.m. – The Riverview School PTO raffled a ride to school in a police car. The school resource officer gave three fifth graders a ride to school complete with a  goody bag and then capped off the ride with donuts on their last day of school, 400 block of W. Grant Street.

2:07 p.m. – Caller reported $110 stolen from her while she was sleeping, 600 block of 14th Street. Report taken.

3:29 p.m. – Caller reported graffiti in red spray paint on two fences, 500 block of W. Vine Street. Report taken.

4:42 p.m. – Caller reported the theft of an iPhone valued at $800, a $500 money order and $300 in cash, 600 block of S. 14th Street. Report taken.

4:50 p.m. – Joshua Ryan Zurcher, 33, arrested for driving under the influence and cited for driving while suspended in two-vehicle crash, 2600 block of S. Santiam Highway. A caller had reported that another vehicle hit his vehicle while it was parked. The other driver got out and started kicking the van and then got back into the vehicle and passed out. Vehicles were undamaged.

4:56 p.m. – A 15-year-old male taken into custody on a police officer hold for mental evaluation and charged with third-degree theft in connection to a theft at Dollar Tree three weeks earlier, 200 block of Trillium Place. A child caller had reported a brother beating up their mother. The caller said he had been punched in the ear.

9:38 p.m. – Shaun Mitchell Davis, 34, arrested for driving under the influence, 25 N. Santiam Highway. Caller had reported a minivan high-centered at the Highway 20 entrance.

10:11 p.m. – Caller reported that a male grabbed a purse from a female’s cart and ran to a blue Honda Civic, 3290 S. Santiam Hwy., Wal-Mart. Several bystanders retrieved the purse before the male recklessly drove out of the parking lot. Loss prevention retrieved photos of the suspect. Report taken.

June 7

 Two persons arrested on warrants.

One driver cited for using a cell phone.

One theft reported in a commercial area.

12:20 p.m. – Caller reported that she saw a male put a fake check in her mail 5 to 10 minutes earlier, 300 block of Russell Drive. Officer seized fake check. Report taken.

3:39 p.m. – Caller reported the theft of a backpack from a vehicle, 1700 S. 5th St.

6:01 p.m. – William Dustin Cummings, 33, cited for second-degree criminal trespass, 3100 block of Burdell Drive.

6:37 p.m. – Caller reported that someone broke into her vehicle and took paychecks and clothing, 700 block of Binshadler. Vehicle had been unlocked.

June 6

One theft reported in commercial area.

7:02 a.m. – Caller reported receiving a fraudulent check in the mail, 300 block of Russell Drive. Report taken. Officer contacted the account holder, Steuben Lakes Regional District. The manager said he had received three other calls like this one since the previous day. Officer advised him to report this to his local law enforcement office.

11:45 a.m. – Caller reported that she was almost kidnapped, 754 S. Main St., Sugar Vibes. The male had a white button shirt, black pants and a cross necklace. He was 5 feet 4 inches to 5 feet 6 inches and had facial hair. The caller said he offered her a ride and then followed her out and grabbed her arm. He then followed her south on Main Street to E Street then north to 2nd Street. Video showed the responsible person approaching the male, engaging him in conversation for several minutes and then leaving with him. Investigation continuing.

9:42 p.m. – Caller reported graffiti with spray paint in men’s restroom, 1301 S. 4th St., Wynn Mill Park.

June 5

Six persons arrested on warrants.
One driver cited for using a cell phone.

8:19 a.m. – Caller reported a wallet and backpack taken from his vehicle during the night, F and S. 7th. Vehicle was not secured.

10:29 a.m. – Caller  reported finding half a watermelon in a bag on her porch, 1000 block of Mazama Avenue. Video showed a female arriving on a bicycle at about 4:30 a.m. She placed a cut watermelon inside a grocery bag on the front porch. She did not appear to look around at anything to steal, and she left immediately. It was peculiar but did not appear criminal in nature. Officer planned to watch for the female to inquire why she was randomly delivering fruit in the wee hours of the morning.

10:24 a.m. – School resource officer escorted the graduating class of 2018 around to each school in the district allowing them to walk the halls of the schools they previously attended. Graduates celebrated with past teachers and students and ended their walk at Lebanon High School.

10:30 a.m. – Caller reported receiving a notice for an unpaid bill from Charter Communications in Cleveland, Ohio, 900 block of F Street. The caller had never been to Ohio. Information noted.

1:16 p.m. – Caller reported the theft of her phone, 2540 S. Santiam Hwy.

2:32 p.m. – Caller reported he was assaulted on the bus on June 1, 40 N. 2nd St., Lebanon Police Department. Report taken.

3:31 p.m. – Thomas Pedersen, 69, arrested for driving under the influence, 600 block of Vaughan Lane.

6 p.m. – Caller reported the theft of tags from his vehicle, 1100 block of Hiatt Street.

5:36 p.m. – Caller reported the theft of a purse and tablet from her vehicle, E. Oak and S. Williams. Report taken.

June 3

6:12 a.m. – Caller reported graffiti spray painted on the north side of the rest-rooms, 375 W. Rose St., Century Park. Report taken.

1:06 p.m. – Caller reported a vehicle stolen, 1890 S. Main St. Vehicle recovered in Stayton.

June 2

Two persons arrested on warrants.

One theft reported in commercial area.

6:28 p.m. – Caller reported a swarm of bees in the Carl’s Jr. parking lot. Beekeeper collected the hive.

9:12 p.m. – Caller reported the theft of a bicycle, 300 block of E. Oak Street. Report taken.

June 1

One driver cited for using a cell phone.

12:11 a.m. – Caller reported a person naked and yelling, 400 block of Wheeler Street. Officer responded and located a person passed out in the grass. The person was not alert and was foaming at the mouth. Medics transported the subject to the hospital. Investigation continuing.

9:08 a.m. – Caller reported spray painted graffiti on an outbuilding, 100 block of N. 8th Street. Report taken.

10:40 a.m. – School resource officer performed a song with an eighth-grade student during the Seven Oak Middle School talent show, 550 Cascade Dr.

7:54 p.m. – Jeremy Hess arrested for fourth-degree assault, 2500 block of 5th Street.

May 31

Three persons arrested on warrants.

5:36 a.m. – Rental vehicle reported stolen out of Springfield recovered, 32700 block of Brewster Road. The vehicle had been rented in Las Vegas, Nev.

8:36 a.m. – Caller reported a damaged gas cap, 700 block of S. 10th Street. No fuel taken. Report taken.

11:48 a.m. – Caller reported the theft of a vacuum cleaner backpack from the trunk of his vehicle, 000 block of Isabella Street. Report taken.

2:48 p.m. – Caller reported fraudulent charges on his bank account, 600 block of N. 5th Street. Report taken. Loss valued at $5,400. Bank reimbursed the money.

3:58 p.m. – Janet Marie Dunn, 34, arrested for driving under the influence, S. Main and E. Carolina. Caller had reported a vehicle hitting a tree and then keep on going.

8:41 p.m. – Jacob Noel Yonker, 33, cited for mail theft, 300 block of Violet Street. Caller had reported a male and a female carrying backpacks on a pathway. The male came back with nothing and then appeared to go to a neighbor’s house and then went down the path again with a box in his hand.

May 30

Two persons arrested on warrants.

2:01 p.m. – Caller reported that the back license plate  on her vehicle was taken and replaced with another plate, 100 block of E. Elmore Street. Report taken. Both plates entered into the Law Enforcement Data System as stolen.

4:58 p.m. – Caller reported her son had been assaulted, 1100 block of W. Oak Street. Report taken.

6:48 p.m. – Caller reported receiving a fraudulent $20 bill, 2684 S. Santiam Hwy, Chevron. Report taken.

May 29

Seven persons arrested on warrants.

9:27 a.m. – Caller reported non-consensual sex while intoxicated, which she had just learned about. Report taken.

7:55 a.m. – Police officers, community members  and School District staff read books to first graders, 200 Mullins Dr., COMP-Northwest. Each first grader received a book and lunch by Lebanon Fire District.

10:12 a.m. – Caller reported an assault the previous day, Berlin and Brewster. Report taken. He had a warrant in Marion County and did not want to be arrested, so he waited to report the assault.

3:53 p.m. – Caller reported being attacked by her husband, who took her vehicle, 200 block of Wassom. Report taken.

5:38 p.m. – Tyler Hayes arrested for first-degree criminal mischief, 800 block of E. Oak Street. Callers had reported a male with a weapon beating on multiple vehicles.

6:18 p.m. – Joseph Murray Banks, 31, arrested for second-degree aggravated assault, 2700 block of Jody Place. CFS#1929 Incident#6604

11:50 p.m. – Caller reported coming home and finding a TV gone, 400 block of  Mary Street. Under investigation.

May 28

Two thefts reported in commercial areas.

Two persons arrested on warrants.

7:24 p.m. – Caller reported her debit card, which was stolen from her car, had been used to charge $7.19, 3100 block of S. Santiam Highway.

May 27

Three persons arrested on warrants.

3:28 p.m. – Shelby Brigham, 51, arrested for third-degree theft and on Lebanon warrants for failure to appear, contempt of court and probation violation; Sweet Home warrant for failure to register as a sex offender and Linn County warrant for failure to register as a sex offender, 3290 S. Santiam Hwy., Wal-Mart. Transported to Linn County Jail.

9:39 p.m. – Caller reported that a female groped her and her friend as an assault, 200 block of W. Oak Street. Report taken.

May 26

One theft reported in commercial area.

1:19 a.m. – Jalen Tyler Wilcox, 18, taken into custody on a police officer hold and charged with resisting arrest, assaulting a police officer and disorderly conduct, 1300 block of S. 2nd Street. Caller had reported a naked male in the middle of S. 2nd Street. Transported to Samaritan Lebanon Community Hospital.

7:03 a.m. – John Derrick Trine, 27, arrested for third-degree theft, 1983 S. Main St. Caller had reported the theft of a DVD.

7:53 a.m. – Caller reported a broken picnic table, 375 Rose St., Century Park. Report taken for criminal mischief.

May 25

One theft reported in commercial area.

Three persons arrested on warrants.

11:09 a.m. – Caller reported vandalism, boards being pulled off the old boat in the parking lot, 2665 S. Santiam Hwy., Hometown Furniture. Information noted.

4:21 p.m. – Caller reported a barbed wire fence had been cut and a door was ajar in the morning, 2300 block of S. Main Street., Taco Time. Unknown if entry was made. Report taken for cut wire.

8:43 p.m. – Caller reported a bicycle stolen from the back of a vehicle, 2700 block of S. Santiam Highway. Report taken. Los valued at $1,300.

May 24

One person arrested on warrants.

10:04 a.m.- Caller reported the theft of a hammock from her front porch, 1400 block of S. 2nd Street.

12:57 p.m. – Caller reported “welcome to the ghetto” spray painted in pink on the street, N. 5th and Morton.

May 23

Five drivers cited for using a cell phone.

Three persons arrested on warrants.

12:27 a.m. – Steven Dewayne Rogers, 62, arrested for driving under the influence, Maple and Park.

9:44 a.m. – Caller reported graffiti with pink paint on the front of a house, 2100 block of S. 5th St. Report taken.

10:15 a.m. – Officer warned a driver for improper exhaust, S. Main and Berry. A muffler fell off.

3:30 p.m. – Caller reported graffiti with pink paint on the side of a house, 1400 block of S. 5th St. Documented.

8:56 p.m. – Caller reported graffiti with pink paint in the men’s restroom, 375 W. Rose St., Century Park. Report taken.

9:43 p.m. – Caller reported the men’s restroom had been spray painted pink, 2889 S. Main Road, Bob Smith Memorial Park.

May 22

Two thefts reported in commercial areas.

Four persons arrested on warrants.

7:59 a.m. – A male subject on a mental hold and wearing scrubs left Samaritan Lebanon Community Hospital’s emergency room. Police assisted staff with placing him in restraints. At 11:38 a.m., police received a report the subject had left again. An officer detained him and returned him to the emergency psych room where he was placed on a bed and restrained.

12:33 p.m. – Cooper Dale Dixon, 53, cited and released on Albany warrants for failure to appear on public order crimes and liquor in a posted area, 1200 block of E. Grant. A caller had reported a male who had passed out. Officer contacted the male, who was lying on the sidewalk, blocking the entrance to the park, because he was allergic to the grass. He was warned for blocking a public sidewalk. Officer unable to determine if he had alcohol in his cup. It appeared to be water.

8:06 p.m. – Caller reported a fight, 925 Park St. A resident who was tired of loud music played by young adults in the park called her family, a group of bikers. A verbal altercation ensued between the people in the park and the bikers. A couple of them threw punches. Officer counseled the subjects about disorderly conduct. The officer encouraged the resident to call the police instead of a group of bikers to solve issues in the park and told the people in the park to be more considerate of their neighbors.

10:10 p.m. – A police officer told a subject camping in the 900 block of Park he could not camp there and asked him to move along. The subject said he was waiting for another person to pick up some property and would then move along. The subject said he was going to set up a tent in front of the Police Department to protest. The officer told him he could do that, but he would receive a citation for illegal camping. The officer reported that the subject did not seem to want to take action.

10:38 p.m. – Caller reported the theft of a bicycle worth $250, 1400 block of  2nd. Report taken.

May 21

Two thefts reported in commercial areas.

Four persons arrested on warrants.

3:19 p.m. – Caller reported the theft of a bike five days earlier, 1700 S. 5th St., Lebanon High School. Report taken.

5 p.m. – Caller reported a male exposed himself, 44 Industrial Way., Linn-Benton Community College. Caller had the incident on video. Three students walked by during the time. Male left across the tracks on a red Huffy. Report taken. Investigation continuing.

11:04 p.m. – A juvenile referred to Juvenile Department for disorderly conduct, third-degree theft and minor in possession of alcohol, 3290 S. Santiam Hwy., Wal-Mart.

May 20

Three persons arrested on warrants.

Two thefts reported in commercial areas.

10:27 a.m. – Alejandro Arciniega, 23, arrested for theft, 1983 S. Main St., Safeway. Caller had reported a male leaving with a basket full of food worth $105.34 without paying.

10:39 a.m. – Ariel Boggs, 26, cited for trespassing, 3290 S. Santiam Hwy., Wal-Mart.

12:25 p.m. – Ariel Boggs, 26, arrested for first-degree burglary, 500 block of Tangent Street. Caller reported finding a female in his garage. Transported to Linn County Jail.

May 19

Three persons arrested on warrants.

1:16 p.m. – Ariel Rene Boggs, 26, arrested for second-degree theft, possession of meth and criminal trespass and Albany warrants for failure to appear on original charges of second-degree criminal trespass and third-degree theft, 3300 block of Burdell Boulevard.

3:46 p.m. – William Joseph White, 53, arrested for second-degree theft, 3290 S. Santiam Hwy., Wal-Mart. Bicycle recovered.

May 18

Two thefts reported in commercial areas.

Four persons arrested on warrants.

7:54 a.m. – Caller reported that someone entered her vehicle but nothing was taken, 800 block of Isabella.

9:19 a.m. – Arriana Lynn Serna, 28, charged with driving under the influence, reckless driving and recklessly endangering another person in two-vehicle crash, S. 2nd and Cox.

9:30 a.m. – Caller from AT&T reported that someone broke into and vandalized a cell tower site, 37800 block of E. Grant St. Damage valued at $700. Report taken.

7:33 p.m. – Caller reported a wire hooked by a passing vehicle, Cascade and Weldwood. Wire was hanging low above the roadway. Cascade Drive closed. Comcast repaired the line. A male was found slumped over in a vehicle behind A&W. Driver transported to Samaritan Lebanon Community Hospital. Subject was more alert at the hospital. He said he was attempting to get to A&W and remembered hitting the wire. Officer counseled him about the duties of a driver.

May 17

Four persons arrested on warrants.

One theft reported in commercial area.

4:56 p.m. – Caller reported a stolen front license plate, 100 block of W. Joy Street. Report taken.

May 16

Two thefts reported in commercial areas.

4:22 a.m. – Caller reported a female attempted to use multiple cards to buy groceries, 2412 S. Santiam Hwy. All were declined. The system told the clerk there was “card fraud.” Surrounding law enforcement  agencies notified.

9:03 a.m. – Caller reported a fight, 1700 S. 5th St., Lebanon High School. A confrontation between two students escalated into a fight. A teacher ended up being hit when the teacher attempted to separate the students. Students were sent from school pending completion of an investigation.

1:13 p.m. – Caller reported the theft of a $20 bill from her backpack, 1700 S. 5th St., Lebanon High School.

2:23 p.m. – Caller reported that an ex hacked into the caller’s Google account and deactivated the caller’s phone, 40 N. 2nd St., Lebanon Police Department. Report taken. Incident under investigation.

5:06 p.m. – Caller reported that someone tagged the inside of the cedar castle structure with silver paint, 3980 S. Santiam Hwy., Lebanon Calvary Chapel. Damage valued at $2,000. Report taken.

8:34 p.m. – Caller reported vandalism at Century Park, 300 block of W. Rose. The word “Southside” was painted inside the men’s restroom. A door and window were damaged. Loss valued at $200. Report taken.

9 p.m. – Wesley Alan House, 35, cited for offensive littering, 1300 block of 4th. Caller had reported a disturbance, and officer heard some arguing in the trees.

10:21 p.m. – Caller reported a phone stolen, 800 block of E. Oak. Report taken.

10:34 p.m. – Caller reported the theft of a car, a gray 2005 Ford,  500 block of  Market Street. Report taken.
