Eugene man pleads no-contest, gets prison in Lebanon sex case sex abuse case

Joshua Taylor Moore of Eugene pleaded no contest March 31 in Linn County Circuit Court to a charge of third-degree sexual abuse and attempt first-degree sexual abuse and was sentenced to 19 months in prison and 30 days in jail with credit for time served.
He also will serve five years of post-prison supervision, fined $300 and will be required to register as a sex offender.
A charge of first-degree sexual abuse was dismissed as part of plea negotiations.
He was arrested Nov. 1 on charges stemming from a report that he had inappropriate contact Oct. 25 with a minor female and a minor male below the age of 16 in Lebanon.

April 13
8:57 a.m. – Gun, a .380 semi-automatic, reported stolen out of Newberg recovered after being pawned locally, Santiam Highway. Gun seized.
4:11 p.m. – Dustin Degraw, 33, turned himself in on Linn County warrant for driving under the influence, 2nd Street. Cited and released.
4:36 p.m. – Caller reported windshield hit with a rock, Olive Street. Caller said a group of children had been throwing rocks around the night before. The caller contacted the children and asked them to be careful. Caller found the windshield broken in the morning. Information documented for insurance claim.
7:51 p.m. – Robert Louis Zurcher, 63, cited on Lebanon warrant for failure to appear on original charge of second-degree criminal trespass, 5th Street.
April 12
11:53 a.m. – Shane Christopher McNeely, 22, cited on state warrant for parole violation, Santiam Highway.
April 11
10:33 a.m. – Report taken for a burglary, Grant Street. A lock was popped open to get into the house and multiple items taken.
April 10
1:11 p.m. – Caller reported his vehicle was hit while parked at Walmart, 3290 Santiam Hwy. Information documented.
3:17 p.m. – Caller reported the fraudulent use of a Social Security number for the caller’s child, 7th Street.
5:43 p.m. – Caller reported a bike stolen, Santiam Highway at Ixtapa. Caller just wanted it back and did not wish to pursue charges. Loss valued at $75.
8:25 p.m. – Ronald Laroy White, 61, cited for trespassing, Santiam Highway.
April 9
9:12 a.m. – Caller reported the theft of a chainsaw and a five-gallon gas can, 39900 block of Mt. Hope Drive.
10:16 a.m. – Caller reported an electric scooter taken, Oak Terrace.
10:40 a.m. – John Cole, 42, arrested of attempted fourth-degree assault and harassment, 38700 block of Lacomb Drive.
1:33 p.m. – Brian Matthew Ponzoha, 39, cited and released on Linn County Justice Court warrant for contempt of court, 200 block of S. 8th Street.
8:40 p.m. – Holly Ann Smith, 38, cited and released on Linn County warrants for failure to appear on original charge of driving under the influence and a criminal citation and cited for no insurance and driving while suspended, 200 block of Cascade Drive.
9:10 p.m. – Caller reported a male put his hands on her head and pulled her hair out during an argument, Main Street and Airport Road. Report taken for harassment.
April 8
9:57 a.m. – Caller reported damage, spray paint, to a picnic table and bike rack at an undisclosed school, 5th Street.
4:26 p.m. – James Preston Coleman, 63, cited on Lebanon warrant for probation violation on original charge of second-degree criminal trespass, Grove Street.
4:40 p.m. – Caller reported a bicycle stolen, Jennings Street. Information documented.
April 7
1:03 a.m. – Caller reported a Mexican passport taken from an unlocked vehicle, Main Street. Information documented.
11:57 a.m. – Caller reported an unlocked bike stolen from the bike rack at Taco Bell, Airport Road. Report taken.
2:04 p.m. – Report taken for the theft of a recycling bin, 31200 block of Waterloo Road.
6:24 p.m. – Caller reported the theft of pet supplies and an RV pump, Santiam Highway. Report taken. Loss valued at $123.26.

11:18 a.m. – Harry Leroy Seavy III cited and released on Linn County warrant for felon in possession of a firearm, 6th Street.
1:54 p.m. – Report taken for criminal mischief for a broken rear passenger window in caller’s vehicle, Arlene Street. Information documented for insurance purposes.
4:43 p.m. – Rick J. Maas, 40, cited and released on Linn County warrants for probation violation on original charge of possession of methamphetamine and failure to appear and Salem warrants for failure to appear on original charge of trespassing and failure to appear on original charge of urinating or defecating in a public place, 5th Street.
7:08 p.m. – Report taken for theft, Santiam Highway.
April 4
8:19 a.m. – Caller reported spray paint, including profanity and gang signs, all over the basketball court at Green Acres Elementary School. Report taken.
9:46 a.m. – Cody Isaiah Milligan, 23, cited and released on Sweet Home warrant for failure to appear on original charge of harassment and Albany warrant for failure to comply on original charge of second-degree criminal trespass, 3rd Street.
1:44 p.m. – Report taken for a theft that occurred on March 29, Santiam Highway. Loss valued at $242.19.
7:19 p.m. – David Joshua Wall, 25, cited on Marion County warrant for probation violation, Santiam Highway.
April 3
8 a.m. – Caller reported a male defecating behind a building, Main Street. Officer contacted the male. Caller wanted the subject to clean up the mess. He agreed to do so. Looking for a bathroom, he had checked with multiple businesses prior to leaving his mess, but they were all closed.
4:10 p.m. – Buffy Gibson cited and released on Albany warrant for failure to appear on original charge of second-degree criminal trespass, Grant Street.
April 2
10:07 a.m. – Caller reported a pickup backed into the back of her van and drove away, Main Street. Last observed west on Airport. Report taken.
4:39 p.m. – Caller reported several items stolen from a vehicle, 38000 block of Weirch Drive. Loss valued at less than $40. Report taken.
March 31
2:20 a.m. – Kendrick Hill arrested for fourth-degree assault, Main Street.
3:04 a.m. – Caller reported the theft of 2002 Ford pickup, a pressure washer, several firearms and motorcycle, 35900 block of KGAL Drive. Albany police attempted to stop the vehicle, and the occupant fled. Property returned to owner. Property valued at more than $20,000.
9:17 a.m. – Caller reported an ex-boyfriend stole money from her bank account, 29800 block of Santiam Terrace.
2:55 p.m. – Caller reported that she believes a female who had been breaking into her residence for more than a year returned items to her residence.
3:32 p.m. – Caller reported someone broke into an RV, Cascade Drive. Nothing reported missing but a screen was cut to gain entry. Damage estimated at $50.
3:57 p.m. – Report taken for identity theft, 37200 block of Deer Lane.
6:38 p.m. – Ty Taylor cited on Linn County warrants for fourth-degree assault, second-degree theft, possession of a restricted weapon, possession of burglary tools and failure to appear on original charge of first-degree forgery and cited for driving while suspended and failure to perform the duties of a driver in a motor vehicle collision, Santiam Highway. Rebecca Kay Seibert cited on Linn County warrant for probation violation on original charge of possession of methamphetamine.
March 30
4:06 p.m. – Julia Anne Payne, 41, cited on Linn County warrant for failure to appear on original charge of possession of methamphetamine, Lebanon warrant for failure to appear on original charge of third-degree theft, Linn County warrant for probation violation on original charge of possession of methamphetamine and Sweet Home warrant for failure to appear on original charge of third-degree theft, Santiam Highway. Caller had reported a female filling bags with women’s clothing inside a store. Report taken for theft and trespassing.
7:24 p.m. – Caller reported noticing a bunch of burned paper in the gas door of the caller’s van, Rose Street. The caller believes someone was trying to light the van on fire. No items appeared to have been stolen, and there were no signs of entry into the van. Information documented.
March 29
12:41 p.m. – Caller reported receiving a bill from Verizon Wireless for a New Jersey cell phone and someone opened a Paypal account in her name although that had been closed, Park Street. Report taken.
11:01 p.m. – Kimberly Dirrett, 43, arrested for felony driving while suspended and two Marion County warrants for failure to appear on original charges of felony driving while suspended and cited for violation of the basic rule, 84 mph in a 55-mph zone, 33600 block of Brewster Road.
March 28
2:28 a.m. – Jedaiah Wassom arrested for driving under the influence in a single-vehicle crash, 39500 block of Golden Valley Drive.
3 a.m. – Two juveniles referred to Juvenile Department for minor in possession of marijuana, Isabella Street. Juveniles released to parents.
1:09 p.m. – Caller reported an unknown subject jumped the fence into a lumberyard, Tangent Street. A fire extinguisher was moved and a window opened. Caller did not believe anything was taken. Information documented.
1:18 p.m. – Caller reported a subject was struck in the hand while cleaning and accidentally discharging a firearm, 30600 block of Binegar Lane.
6:10 p.m. – Adam Meriah Bylund and Chelsey Lynn Akers cited and released for second-degree criminal trespass, Santiam Highway. Caller had reported transients camped out behind Lebanon Calvary Chapel.
8:32 p.m. – Kadie Elizabeth Bonini, 41, cited and released on Clackamas County warrant for possession of heroin and Marion County warrant for second-degree theft and cited for improper display, driving while suspended and driving uninsured, Main Street.
8:36 p.m. – Wesley Alan House, 37, cited and released on Lebanon warrant for probation violation and Linn County warrants for failure to appear on original charge of first-degree theft and probation violation on original charge of possession of methamphetamine, Maple Street.
March 27
11:41 p.m. – Joel Adkins and Sara King cited and released in field for second-degree criminal trespass, 37600 block of River Road. Caller had reported trespassers. They had driven to the location in a vehicle reported stolen out of Salem.
March 26
9:35 a.m. – Amber Lord cited for two counts of harassment, Oak Street.
9:49 a.m. – Joseph James Brawner, 24, cited for harassment, Lebanon warrants for failure to appear on a criminal citation and for second-degree criminal mischief and Linn County warrant for probation violation on original charge of possession of heroin; and Tristin Lyn Brawner, 22, cited on Lebanon warrant for probation violation, Santiam Highway. Caller at a pawn shop had reported a male spitting on him when he told the male he was not interested in a gold watch.
1:59 p.m. – Tracy Hayes cited for criminal trespass, 45000 block of Sunnyside Road. Caller had reported a white Chevrolet truck stuck behind a locked gate on property managed by Cascade Timber Consulting.
March 24
10:10 a.m. – Caller turned in a fake $10 bill received at his business on Feb. 17, Santiam Highway. Report taken for forgery.
12:44 p.m. – Caller reported the theft of her bicycle, 2nd Street. Report taken. Loss valued at $25.
1:08 p.m. – Caller reported the theft of seven half-gallon propane tanks worth $62, 12th Street. Report taken.
4:15 p.m. – Caller reported sheep out, 31400 block of Berlin Road. Owner warned for livestock at large.
7:19 p.m. – Jennifer Michele Ritor, 43, arrested for driving under the influence, Santiam Highway.
March 23
12:44 p.m. – Caller reported the theft of four or five cases of energy drinks from a stock room, fruit juice bottles, a large bluetooth speaker and security video recorder, Main Street. Report taken.
March 22
9:50 a.m. – Caller reported finding a headstone in his yard after moving to the property in December, 12th Street. The headstone was being used as a step by the previous owner. Caller did not believe there was a grave on the property. The headstone was for Oren Ralph Whiteis, June 3, 1920 to Sept. 21, 1998. Officer provided the caller the option of contacting the American Legion and Odd Fellows to see if they have a record of family in the area. Officer also to do some research and try to locate family in the area. Caller moved the headstone into the garage where it would be safe.
10:28 a.m. – Two juveniles referred to Juvenile Department for second-degree criminal mischief and reckless burning, 9th Street. Caller had reported someone burning something on the mat in front of the caller’s front door during the night.
12:10 p.m. – Caller reported the theft of $349 Bose headphones, Santiam Highway. Report taken.
8:59 p.m. – Caller reported a female walked out with a cart full of items, Santiam Highway. The female rang everything up but did not pay. Report taken.
12:40 p.m. – Caller reported a sulcata tortoise stolen, 31700 block of 5th Street.
10:35 p.m. – Ronald Laroy White, 61, cited on Multnomah County warrant for second-degree criminal mischief, Market Street.
10:47 p.m. – Jamie Carpenter, 43, cited for third-degree theft in connection to the theft of $25 in gas, 31100 block of 3rd Street.

2:50 a.m. – Hali Nicole Mentzer, 26, cited on Marion County warrant for unauthorized use of a vehicle, Linn County warrant for failure to comply, Albany warrant for failure to appear on original charge of third-degree theft and Albany warrant for failure to appear on original charge of second-degree theft, Mary Street.

11:25 p.m. – Daniel Hodson arrested for harassment and menacing (domestic violence), 37000 block of Middle Ridge Drive. Transported to Linn County Jail.
March 17
8:05 a.m. – Caller found rear door open and lock drilled out, Tangent Street. Nothing was taken. Report taken for burglary and criminal mischief.
1:46 p.m. – James William Daniel, 64, cited on Linn County warrant for failure to appear on original charge of delivery of methamphetamine, Vine Street.
3:21 p.m. – Caller reported his phone stolen by a male suspect from the counter at a business, Main Street. Report taken.
3:33 p.m. – Officer seized for destruction a black zippered pouch containing several bags of a white crystalline substance discovered in the north parking lot of a grocery store, Santiam Highway. Caller had reported a white male appeared to be looking for something in the area. The male then walked away.
3:37 p.m. – Caller reported that someone entered a vehicle during the night and he was missing a 5-year-old iPad-sized digital scale, Rose Street. The vehicle was likely unlocked. Information documented.
4:16 p.m. – Latrisha Ann Mc-Manus cited and released in field on Linn County Justice Court warrant for probation violation, Walker Road.
4:47 p.m. – Caller reported $10 stolen from a tip jar, Main Street. Report taken.

11:48 a.m. – Caller reported a male taking two bags of cans from his porch, Oak Terrace. The caller’s son confronted the suspect in the driveway and recovered one bag. Caller followed the male to Walmart and then back to Market Street before contacting Lebanon Police Department. Report taken.
2:43 p.m.- Timothy Brown cited for misdemeanor driving while suspended, driving uninsured and failure to install an interlock ignition device, Santiam Highway.
3:20 p.m. – Brennen Seplocha cited on Lebanon warrant for failure to appear on two original charges of second-degree theft and Linn County warrant for probation violation, Santiam Highway.

5:07 p.m. – Caller reported someone rummaged through a vehicle during the night, although nothing was taken, Williams Street.
5:23 p.m. – Caller reported a Samsung Galaxy S10 in a blue Otterbox stolen, Weldwood Drive. Loss valued at $1,200. Report taken.
March 14
7:54 a.m. – Caller reported a vehicle drove through the park during the night, leaving large ruts in the grass just east of the Gazebo, Ralston Park. Report taken. Loss valued at $100.
8:15 a.m. – Caller woke up and his vehicle was in the middle of the street, Vine Street. Keys that don’t belong to the vehicle were left in the vehicle. Report taken.
10:27 p.m. – Caller reported her husband’s wallet was taken out of an unlocked van during the night, Vine Street. The wallet had ID and $100 in cash in it. Information documented.
1:02 p.m. – Heather Nicole Matney, 26, cited on Sweet Home warrant for failure to appear on original charges of first-degree criminal trespass and fourth-degree assault, Santiam Highway.
4:49 p.m. – David E. Welby, 61, arrested for violating a restraining order, 30000 block of Berlin Road.
6:24 p.m. – Caller reported the theft of a car dolly, 37600 block of River Road.
March 13
8:22 a.m. – Phillip Leon Lucas, 62, cited and released on Linn County Justice Court warrant for failure to appear, Santiam Highway.
10:31 a.m. – Sherri Watson arrested for felony fourth-degree assault, 36800 block of Rock Hill Drive. Transported to Linn County Jail.
1:17 p.m. – Caller reported that someone attempted to pry open the back passenger door along a window jam in a vehicle about three weeks prior, Santiam Highway. Information documented for insurance purposes. Loos valued at $850.
2:23 p.m. – Caller reported that someone took hot food from a deli, Santiam Highway. Loss valued at $5.
7:45 p.m. – Caller reported the theft of an iPhone, Main Street. The caller’s child lost the phone near S. Main Street and Berry Street. Caller could see the phone using “find my iPhone” on Weldwood Drive. A male was calling from the phone and trying to get the caller to pay to get the phone back. Officer unable to locate phone. Report taken.
March 12
12:23 a.m. – James Michael Dean Heaberlin, 25, cited and released on Linn County warrant for contempt of court, Vine Street.
11:33 a.m. – Caller reported a vehicle hit, with damage to the front driver-side bumper, within a 17-day time frame, possibly in the Walmart parking lot, Santiam Highway Information documented.
12:05 p.m. – Richard Nath-aniel Bird, 22, cited on Lebanon warrants for failure to appear on original charge of driving while suspended and probation violation on original charge of driving while suspended, Highway 20 and Knox Butte.
4:19 p.m. – Eric Herstel Nicholson, 33, cited and released on Linn County warrant for failure to appear on original charge of possession of methamphetamine and cited for driving while suspended, River Road.
