Sweet Home police logs, circuit court Oct. 24-30, 2022

Every individual named or referenced is presumed innocent until proven guilty in a court of law.

Warrants are out on the following individuals: Samuel Frank Ayers, Noah David Colgrove, Curtis Ray Daniel, Andrew James Freitag, Aaron Thomas Halvorson, Noe Hernandez-Reyes, Michael Trevor Hilton, Faron Walter Kennedy, Taylor Robert Mespelt, Carrie Lynne Miller, Kendra Lynne Montoya, Larry Robert Morgan, Julianne Nicole Phillips, Tammy Lavonn Robinson, Paula Marie Lea Skyles-Lutzi, Jake James Sorrell, Zachary Shane Stegner

Noah David Colgrove, 29, was charged Oct. 27 with strangulation and fourth-degree assault. Court documents allege the incident took place in the presence of a minor.

Jason M. Comer, 45, was charged Oct. 24 with second-degree disorderly conduct, first-degree criminal mischief, second-degree criminal trespass, and interfering with a peace officer. Bail was set at $10,000.

On Oct. 24, charges of failure to report as a sex offender and menacing constituting domestic violence against Paul Allen Conklin, 32, were dismissed with prejudice. On Oct. 19 he was sentenced to the following: 30 months with the Oregon Dept. of Corrections and 12 months post-prison supervision based on a no contest plea to three counts of first-degree forgery, with first-degree aggravated theft, first-degree aggravated identity theft, and three counts of identity theft dismissed; 30 months with Corrections consecutive to the prior sentences and 12 months post-prison supervision based on a no contest plea for first-degree forgery, fraudulent use of a credit card, computer crime and two counts of first-degree theft dismissed.

Michael Trevor Hilton, 32, was charged on Oct. 11 with two counts of first-degree theft for allegedly selling or receiving stolen property, to wit a Garmin GPS and GSU. He was charged on Oct. 28 with possession of a stolen vehicle.

A court document indicates Jesse James Calvin Johnson, 19, is determined to be intellectually disabled and may never be fit to stand trial. Johnson is charged with first-degree assault for allegedly hitting a 72-year-old Eugene man with a truck in the Spoleto’s/laundromat parking lot on April 24. Documents indicate the state filed a petition to initiate civil commitment proceedings, and it is requesting the court consider detention during the necessary investigation.

Alex Levitsky, 38, was sentenced on Oct. 5 to 90 days suspension of a driver’s license and 10 days with the Oregon Dept. of Corrections based on a no contest plea to unauthorized use of a vehicle and two counts of recklessly endangering another person. Charges of second-degree kidnapping and third-degree criminal mischief were dismissed. Levitsky was sentenced in a separate case to two consecutive terms of 15 months with the Oregon Dept. of Corrections and 24 months post-prison supervision based on a no contest plea to four counts of aggravated harassment. Charges of attempt to commit a felony, first-degree criminal mischief and recklessly endangering another were dismissed.

Kenneth Wayne Parker, 62, was sentenced Oct. 27 to 240 hours jail, 60 months bench probation, and $200 in fines for two counts of menacing based on a no contest plea. Charges of unlawful use of a weapon and two counts of pointing a firearm at another person were dismissed.

Michael Ryan Worley, 32, was charged Oct. 26 with third-degree assault allegedly involving a child under 10 years old.

Oct. 24

3:27 a.m. – Stolen vehicle recovered in the 32800 block of Berlin Road. Vehicle was reported stolen by its owner in September from Sweet Home. Vehicle was then recovered by the owner, who, however, failed to notify law enforcement. The owner gave permission for someone to use the vehicle and when a deputy made a traffic stop on the vehicle, it was found to still be listed as stolen. Since it was no longer listed as stolen, it was removed from LEDS/DMV as stolen.

3:56 p.m. – Scott Citro was cited and released for second-degree criminal trespass, 1000 block of 43rd Ave.

Oct. 25

1:18 a.m. – An alarm was reported at Spoleto’s Pizzeria & Wine Shop, 4804 Main St. Report taken for second-degree burglary and second-degree criminal mischief. Approximate value: $500.

1:48 a.m. – Maxwell Stachelrodt, 29, was arrested on a Sweet Home Municipal Court warrant for failure to comply on an original charge of second-degree disorderly conduct, Albany Police Department.

5:54 a.m. – OSP and Sheriff’s Office responded to a single-vehicle non-injury crash in the 41100 block of Hwy. 228.

8:42 a.m. – Rachell Ann Gandrud, 41, was arrested on a Sweet Home Municipal Court warrant for failure to appear on an original charge of third-degree theft, Albany Police Department.

9:43 a.m. – Deputy patrolling Quartzville area spotted illegal camp near Yellowbottom Road, 44700 block Quartzville, two camps in the 45100 block that had exceeded their stay limit. The occupant of an illegal camp near milepost 19 was advised to vacate the site within 24 hours.

12:19 p.m. – Linus Ezra Morgan, 37, was arrested on a Sweet Home Municipal Court warrant for failure to appear on an original charge of third-degree theft, Corvallis Police Department.

2:16 p.m. – Allen Dale Ensley, 33, was cited and released on a Linn County Circuit Court cite-and-release warrant for first degree theft, 1950 Main St.

4:37 p.m. – Michael Ryan Worley, 32, was arrested for third-degree assault, 700 block of 10th Ave.

5:50 p.m. – Caller reported people breaking into a back fence and stealing bottles, cans and other items, 3000 block of Main St. Report taken for second-degree burglary, second-degree criminal mischief and third-degree theft.

7:57 p.m. – Frank Joseph Coelho, 67, was cited and released on a Linn County Circuit Court warrant for failure to appear on an original charge of first-degree theft X3 and a Sweet Home Municipal Court warrant for failure to appear on an original charge of driving under the influence of intoxicants, parking lot, O’Reilly Auto Parts, 1118 Main St. Also cited for driving with a suspended license.

8:26 p.m. – Caller reported an unwanted male on property, 1000 block of 43rd Ave. Scott David Citro, 47, was cited and released for second-degree criminal trespass.

9:15 p.m. – Caller reported a purse theft from a shopping cart, Safeway, 1540 Main St. Report taken for second-degree theft.

9:47 p.m. – Brandin Martin Hugley, 35, was arrested on a Sweet Home Municipal Court warrant for failure to comply on an original charge of criminal driving, Oregon State Police.

10:03 p.m. – Caller stated that as much as $5,000 had been taken from his checking account, allegedly by ex-girlfriend. 28500 block Liberty Rd. Report taken.

Oct. 26

10:13 a.m. – Deputy checked illegal camp and confirmed it was vacated as ordered, 44700 block of Quartzville Road.

10:38 a.m. – Caller reported a bag of cans and possibly a ratchet stolen overnight, 4600 block of Main St. Report taken. Approximate loss of value: $30.

11:55 a.m. – Caller reported a home break-in with a broken window and an open back door, 1100 block of 38th Ave. Report taken for first-degree burglary, second-degree criminal mischief and first-degree theft.

12:02 p.m. – Caller reported that someone had entered a residence in the 28800 block of Brushwood Road during the previous few days. Nothing appeared stolen or damaged, but items left behind during a previous trespassing issue were now gone. Report taken.

12:32 p.m. – Samantha Leean Stotz, 31, was cited and released on a Sweet Home Municipal Court warrant for failure to comply on an original charge of third-degree theft, 1950 Main St.

3:44 p.m. – Caller reported a computer hack, although it was unknown if any money or information was taken, 4900 block of Maple Dr. Report taken for theft by deception. Approximate value: $200.

5:14 p.m. – Caller reported a license plate removed from a vehicle, 800 block of 7th Ave. Report taken for third-degree theft. Approximate loss of value: $30.

8:07 p.m. – Jerrad Jackson Henke, 40, was arrested on a Linn County Circuit Court warrant for first-degree burglary, Sankey Park, 877 14th Ave.

9:58 p.m. – Caller reported a person in a suspicious vehicle looking at a neighbor’s property, 4600 block of Kalmia St. Officer responded, contacted a female who said she lived in the neighborhood. Rhonda Rae Sparks, 37, was cited for no driver’s license and no valid insurance.

10:55 p.m. – Tina Gibbs, 40, of Sweet Home, cited for driving uninsured, Hwy. 20/Sun Lane.

Oct. 27

1:35 a.m. – Joshua Martin Hughes, 20, was cited and released on a Lebanon Municipal Court warrant for failure to appear on an original charge of second-degree theft, an Albany Municipal Court warrant for failure to appear on an original charge of carrying a concealed weapon, and a Sweet Home Municipal Court warrant for failure to appear on an original charge of reckless driving, Wiley Creek Park.

4:21 a.m. – Benjamin Philip Hyatt, 43, was arrested on a Sweet Home Municipal Court warrant for failure to appear on an original charge of second-degree criminal trespass, Linn County Sheriff’s Office.

4:58 a.m. – Robert Corbin Anderson, 21, was cited for driving uninsured, Main St./23rd Ave.

8:32 a.m. – Caller reported a vehicle break-in and theft of items, 1800 block of Ames Creek Road. Report taken for unauthorized entry into a motor vehicle and first-degree theft. Approximate value $1,400.

8:59 a.m. – Michael Lee Winfrey, 41, was arrested on Sweet Home Municipal Court warrant for escape, Oregon State Police.

10:27 a.m. – Richard Lee Kintzley, 33, was arrested on Sweet Home Municipal Court warrants for failure to appear on original charges of criminal driving and reckless driving, Linn County Sheriff’s Office.

2:34 p.m. – Caller reported being assaulted by a female under a restraining order, 1100 block of Tamarack St. Brooke Lynn Paige Brown, 48, was arrested for a restraining order violation.

9:04 p.m. – Juvenile, 17, of Sweet Home, cited for driving uninsured, 40200 block Hwy. 228.

9:34 pm. – Barbara Record, 60, of Sweet Home, cited for driving while suspended, Main St./24th Ave.

10:01 p.m. – Anthony Ensley, 40, of Newport, was cited and released on warrants following a report of illegal camping in the 43300 block of North River Drive. Report taken.

Oct. 28

12:57 a.m. – Bryanna Sue Harley, 31, was cited and released on a Sweet Home Municipal Court warrant for failure to appear on an original charge of third-degree theft, a Lebanon Municipal Court warrant for failure to appear on an original charge of second-degree theft, and an Albany Municipal Court warrant for second-degree theft, 2000 block of Main St. Also cited for driving with a suspended license and driving uninsured.

1:25 a.m. – Bryanah Paige Tranilla, 29, was arrested on a Sweet Home Municipal Court warrant for failure to appear on an original charge of third-degree theft, Albany Police Department.

9:31 a.m. – Caller reported an ajar door on a residence from which she’d evicted a male and other occupants, 3100 block of Main St. Monica Palmer, 30, was cited and released for second-degree criminal trespass.

10:05 a.m. – Deputy located unattended fire near Calkins boat ramp, 44500 block of Hwy. 20. Attempted to put it out, but the fire was so hot that the Oregon Department of Forestry responded and doused it.

11:02 a.m. – Deputy patrolled Quartzville Road and checked on South Bank Road because people have been entering that area even though it is clearly posted as closed to the public. None spotted on that particular day.

11:06 a.m. – Caller requested a welfare check for a man on a skate rail, 1900 block of Long St. Loris David Whitton, 67, was cited and released on Linn County Circuit Court warrant for failure to appear on an original charge of contempt of court.

11:22 a.m. – Officer conducted a traffic stop, 3200 block of Main St. Christie Dillman, 41, was cited for speed.

12:30 p.m. – Paul Allen Conklin, 32, was arrested on a Sweet Home Municipal Court warrant for failure to appear on an original charge of failure to carry or present license, Wilsonville Police Department.

4:04 p.m. – Deputies located mail from apparent mail theft in 38700 block Hwy. 228. No suspects.

4:11 p.m. – Kristina Larizza Boswell, 37, was arrested on a Sweet Home Municipal Court warrant for failure to appear on an original charge of third-degree theft, 1950 Main St.

6:41 p.m. – Alaina Curtiss, 20, was cited for no driver’s license, driving uninsured and failure to obey traffic control device, 1400 block of Main St.

9:16 p.m. – Tyven Lee McElhinny, 25, was cited and released for driving under the influence of intoxicants, South Fork Trading Co., 4309 Main St.

Oct. 29

5:41 a.m. – Caller reported a male breaking into an apartment where she was staying, then yelling at and pushing her before leaving, 900 block of Long St. Report taken for first-degree burglary and second-degree criminal mischief. Approximate value: $500.

8:01 a.m. – Catherine Jean Hampton, 32, was arrested on Sweet Home Municipal Court warrant for failure to appear on an original charge of fraudulent use of a credit card, Linn County Sheriff’s Office.

9:36 a.m. – Warren Eric Duncan, 35, was cited and released on a Sweet Home Municipal Court warrant for failure to appear on an original charge of third-degree theft, old City Hall, 1140 12th Ave.

10:48 a.m. – Citizen floating South Santiam River located deceased male in water. Deputies responded and conducted an investigation. The manner of death appeared to be suicide. Victim was 61. Additional information, including the victim’s identity, was unavailable, as investigation is continuing and his next of kin are being notified. 28000 block of Hwy. 20.

11:14 a.m. – Caller reported a cut property fence, 3000 block of Main St. Report taken for second-degree criminal trespass. Approximate value: $100.

12:28 p.m. – A senior citizen was stranded on Hwy. 20/Fairview Road after a “bus didn’t show.” The Sheriff’s Office provided her ride to Albany.

1:23 p.m. – Cherrie Lynn Luscher, 60, was cited for speeding 57/35, 4100 block of Main St.

3:09 p.m. – Caller reported someone striking his fence with a vehicle and stealing items from the backyard, 1800 block of Willow St. Steven Jake Duty, 46, was arrested for second-degree criminal trespass.

3:18 p.m. – Deputies assisted Sweet Home Fire and Ambulance District with a water rescue at Foster Lake.

4:30 p.m. – Jasen Roach, 41, of Albany, cited for speeding, 91/55, Hwy. 20/Liberty Road.

4:48 p.m. – April Grace Gerhold, 32, was arrested on a Sweet Home Municipal Court warrant for failure to appear on an original charge of second-degree criminal mischief, Portland Police Bureau.

3:17 p.m. – Sweet Home Fire and Ambulance District and Sheriff’s Office responded to Foster Lake, where kayaker had overturned and was unable to get back in boat. SHFAD boat reached Tony Ramirez, 28, of Lebanon, and resccued him. He did not need further treatment.

5:15 p.m. – Denise Lee Parker, 43, was arrested for first-degree burglary, second-degree criminal mischief and harassment, 1800 block of Tamarack St.

5:22 p.m. – Caller reported multiple unwanted people at a location, 1000 block of 43rd Ave. Scott David Citro, 47, was cited and released for first-degree criminal trespass. Jhenna Marie Lynn Lance, 28, was cited and released for second-degree criminal trespass and on Linn County Circuit Court warrants for contempt, harassment and fourth-degree assault.

6:49 p.m. – Joseph William Farmer, 28, was arrested on a Sweet Home Municipal Court warrant for failure to appear on an original charge of third-degree theft, Linn County Jail.

8:59 p.m. – Two callers reported seeing a vehicle speeding westbound with lights off, then heard it hit something. It was unknown where the vehicle was or what it hit, 24th Ave./Main St. Another caller reported a vehicle at the Chevron with blown tires. The caller was told it had struck a median. The driver was attempting to leave. Verleen Kalama, 60, was cited and released for driving under the influence of intoxicants, reckless driving, hit-and-run and harassment.

10:35 p.m. – Levi Joe Newberg, 31, was arrested on Sweet Home Municipal Court warrants for failure to appear on original charges of second-degree theft and second-degree criminal mischief, Lebanon Police Department.

11:18 p.m. – Andrew Amundson, 33, was cited and released on Linn County Circuit Court warrants for failure to appear on original charges of first-degree criminal mischief and a criminal citation X2, a Linn County Justice Court warrant for second-degree criminal trespass, and a Sweet Home Municipal Court warrant for failure to appear on an original charge of second-degree criminal trespass, 1200 block of 44th Ave.

11:41 p.m. – Caller reported a stolen purse in the 6000 block of Main St. Report taken. Approximate loss of value: $2,747.

Oct. 30

11:44 a.m. – Caller reported people leaving without paying and stealing dishes, The Point Restaurant, 6305 Main St. Report taken for third-degree theft, Approximate value: $71.50.

2:27 p.m. – Willa Raie Harris, 51, was arrested on a Sweet Home Municipal Court warrant for failure to appear on an original charge of second-degree disorderly conduct, Lebanon Police Department.

5:32 p.m. – Amy Leigh Barnes, 32, was arrested on a Sweet Home Municipal Court warrant for failure to appear on an original charge of third-degree theft, Linn County Sheriff’s Office.

6:27 p.m. – Caller reported a theft in the 28000 block of Riggs Hill Road. Report taken for second-degree theft.

11:04 p.m. – Caller reported a male in their backyard, 26000 block of 2nd St., Crawfordsville. Suspect ran off and was not located when the Sheriff’s Office searched the area.
