July 18
11 a.m. – Daniel Lee Adams, 51, was arrested on a Sweet Home Municipal Court warrant for failure to comply on an original charge of third degree theft, Oregon State Police.
12:15 p.m. – Multiple callers reported a motor vehicle crash injuring a pedestrian at 49th Ave./Long St. The victim was transported to a hospital. Stephen Fletcher, 46, was cited and released for third-degree assault and reckless driving.
12:59 p.m. – Multiple callers reported a dispute, 5500 block of Nandina St. Sun Sierra Ackley, 26, was cited for unnecessary noise.
2:52 p.m. – Deputy transported two stray dogs to Animal Control from the 44900 block of Quartzville Road.
3:39 p.m. – Jacob Thomas Salvador, 29, was cited and released for providing false information to a police officer, 1500 block of Main St.
6:51 p.m. – Frank Whitton, 42, of Sweet Home, was arrested for second-degree criminal trespass after a caller reported a trespasser on property in the 27000 block of Greenville Road. Report taken.
7:20 p.m. – Andre J. Cartwright, 35, was arrested on a Sweet Home Municipal Court warrant for failure to appear on an original charge of first-degree criminal trespass. Arrested for failure to appear on an original charge of second-degree criminal trespass, Douglas County.
7:43 p.m. – Cory James Radley, 35, was taken into custody for first-degree sexual abuse, 1950 Main St.
8:17 p.m. – Deputy visited a campsite occupied by “previous habitual site offenders” in the 44700 block of Quartzville Road. They confirmed they would be leaving soon.
9:17 p.m. – Caller reported a subject running at and trying to fight him, 1100 block of 12th Ave. Harvey Michael Kapicka, 37, was cited and released on an Albany Municipal Court warrant for second-degree theft.
July 19
11:18 a.m. – Ember A. McAlpin, 38, was arrested on a Sweet Home Municipal Court warrant for failure to appear on an original charge of second-degree theft, Lebanon.
3:16 p.m. – Joshua Kealohanui Ben Leslie, 34, was cited and released on a Sweet Home Municipal Court warrant for failure to appear on an original charge of second-degree trespass, 900 block of 14th Ave.
July 20
4:40 a.m. – Caller reported a purse theft from her vehicle the previous evening, 4500 block of Kalmia St. Report taken for unauthorized entry into a motor vehicle and second-degree theft. Approximate value: $100.
10:55 a.m. – A tank of gas was stolen from a boat parked in the 200 block of Main St. Caller has video and may possibly be able to obtain a license plate. Report taken for second-degree theft. Approximate value: $120.
11:06 a.m. – Caller reported receiving phone calls indicating that a family member was in jail and needed money sent for bail. Citizen contacted a family member and determined that the calls were fraudulent. No money was sent. 28900 block of Hwy. 20.
11:42 a.m. – Deputy advised campers at the corner of North River Drive/Foster Dam Road that they were not in a legal camping area.
10:09 p.m. – Sheriff’s Office and Sweet Home Fire and Ambulance District personnel responded to a water rescue in the 39500 block of Crawfordsville Drive. Victim was located safe on a rock behind residence downstream from her own. She thought a float from her house to the bridge would be quicker than it ended up being. Medics checked her out and returned her to her home.
4:31 p.m. – Deputy responded to standby while park rangers contacted some young adults who had been causing problems at the park throughout the summer. According to the Sheriff’s Office, a group that had been camping multiple weekends through the summer had prompted noise complaints to County Parks staff about the intoxicated people when they camped in the park. Parks staff wanted a deputy to be there for the presence of authority because they have warned the group before with no change in behavior. The young adults became “more cooperative” with a deputy present and the park rangers were able to take care of their business. 44900 block of Quartzville Road.
7:29 p.m. – Caller reported that his backpack and wallet were taken, 1500 block of Tamarack St. Report taken. Approximate loss: $99.
10:57 p.m. – Caller reported that his wallet was stolen and his card was used at a store in Sweet Home, 1200 block of 55th Ave. Report taken for second-degree theft and fraudulent use of a credit card.
July 21
1:35 a.m. – Caller reported that three or four people had stolen a box of beer from 7-Eleven, 2405 Hwy. 20. Report taken for second-degree theft. Approximate value: $120.
8:35 a.m. – Caller reported a garbage can, with a black plastic bag taped to the top left, on the corner of the road near the intersection of Mountain Home Drive/Scott Mountain Road. Looked odd to the caller. Deputy found it was full of water and nothing else, “but did look odd,” according to Sheriff’s Office. Nothing criminal.
10:38 a.m. – O&M Point S Tire and Auto employee reported a catalytic converter theft from one of her customer’s vehicles, 4420 Main St. Report taken for second-degree theft and second-degree criminal mischief. Approximate value: between $800 and $1,000.
12:16 p.m. – Nicholas Scott Warren, 42, was cited and released on a Sweet Home Municipal Court warrant for failure to appear on an original charge of second-degree criminal trespass, 1950 Main St.
3:14 p.m. – Caller reported an entry into two of his unlocked vehicles the previous morning, 1300 block of 47th Ave. Report taken for unauthorized entry into a motor vehicle and third-degree theft. Approximate value: $60.
6:40 p.m. – A Honda car was reported stolen from the area of North River Drive/Foster Dam Road. A black 2001 Honda Accord had broken down and was left at the intersection a week before. When the owner came back, it was gone. It would have needed to be towed from the location. Report taken.
6:52 p.m. – Officer attempted to contact male with warrants, parking lot, All Star Pizza, 1203 Long St. The male fled the area on bicycle, impeding traffic. Report taken for second-degree disorderly conduct.
7:04 p.m. – Officer located a camp in trestle near location, railroad/12th Ave. Report taken for second-degree criminal trespass. Bike and backpack seized.
9:31 p.m. – Deputies and Sweet Home Fire & Ambulance District personnel helped a citizen rescue her 3-year-old grandson from a locked car, 28900 block of Liberty Road. Grandmother was putting the toddler in a car seat and accidentally locked the door. Called 911 for help when she realized the door was locked and the keys were inside. Fire personnel broke the window out at the owner’s request and unlocked the car. The child was OK, and had not been in the car for an extended period of time.
11:17 p.m. – Alexis Morgan Bowers, 22, was cited and released on a Sweet Home Municipal Court warrant for failure to comply on an original charge of third degree theft, 12th Ave./Poplar St.
July 22
1:14 a.m. – Bryce Taylor Keenon, 25, was cited and released on a Sweet Home Municipal Court warrant for failure to comply on an original charge of second-degree criminal trespass and a Linn County Circuit Court warrant for failure to appear on an original charge of fourth-degree assault, parking lot, Mr. Lucky’s, 1207 Long St.
4:29 p.m. and following – Deputy patrolling Quartzville Road contacted 13 illegal camps, including a large group camped at the end of Boulder Creek Bridge, and others between mileposts 15 and 22. They were advised to pack up and move on.
7:04 p.m. – Illegal campers reported on the bank of Foster Reservoir, 43700 block of North River Drive.
7:12 a.m. – Austin Alan Ross was arrested on Sweet Home Municipal Court warrants for failure to appear on original charges of fleeing or attempting to elude a police officer and third-degree theft, Oregon State Police.
2:19 p.m. – Robert Lee Edblom, 32, was arrested on a Sweet Home Municipal Court warrant for failure to appear on an original charge of second-degree theft, Benton County.
3:52 p.m. – David Justin Laylon, 52, was arrested on a Sweet Home Municipal Court warrant for failure to comply on an original charge of second-degree burglary, Lebanon Police Department.
7:19 p.m. – William Johnson, 51, arrested for domestic violence fourth-degree assault, 6100 block of Main St.
9:06 p.m. – Elizabeth Ramshur, 53, of Brownsville, was cited for failure to obey traffic control device, 1400 block of Main St.
July 23
12:05 a.m. – Deputies investigated a single-vehicle rollover crash in the 43100 block of Marks Ridge Drive. According to the Sheriff’s Office, operator Dakota Melkvik, 18, of Sweet Home, lost control of 1997 Toyota Tacoma on a gravel road and slid down an embankment into timber. According to the Sheriff’s Office, Melkvik showed no signs of impairment and sustained only minor injuries. Report taken.
12:21 a.m. – Christina Cash, 28, of Sweet Home, was arrested on outstanding warrant, 40800 block of McDowell Creek Drive, Bates Bridge area. Report taken.
12:03 p.m. – Caller reported criminal mischief to their vehicle, 43500 block of North River Drive. According to the Sheriff’s Office, the caller was involved in a verbal argument between a couple people sitting in a car in a parking lot. One was trying to leave, while the other was trying to park. Both vehicles ended up hitting each other, with damage to both vehicles. Both blamed each other. Investigation continuing. The caller’s vehicle was a 2002 Ford F150. Information on the other vehicle was not available. Report taken.
2:27 p.m. – Deputy issued multiple parking citations in the 44500 block of Quartzville Drive, Calkins boat ramp, including vehicles parked in clearly marked “Boat Trailer Parking Only” spots. Reported contacts from grateful patrons thanking him for issuing citations.
3:15 p.m. – Motorcycle crash reported in 47700 block Quartzville Road, near milepost 8.5. Corey Oswald, 29, of Portland, on a 2022 BMW motorcycle, crashed into a tree. He was transported to Good Samaritan Regional Medical Center in Corvallis, complaining of hip and leg injuries. Report taken.
3:32 p.m. – Deputy patrolling Army Corps of Engineers, USFS and BLM and Campbell Global properties on Quartzville Road, painted “No Camping” at 14 locations along the road, hung eight “No Camping” and “No Fire” signs from mileposts 13 to 16.5., removed seven rock fire rings, and at milepost 24.5 painted “No Camping” on the road and hung a Campbell Global restricted use sign high in a tree, removed campfire ring.
4:50 p.m. – Deputy contacted four illegal camps along Quartzville dispersed camping area, tagged several with “no camping” signs and painted “No Camping” on the road. Dismantled six fire rock pits.
6:16 p.m. – Caller reported that a male had stolen $800 from her, 4900 block of Larch Court. Report taken for theft by deception.
6:27 p.m. – Caller reported that a male violated a restraining order by calling her, 1300 block of Poplar St. Loris David Whitton, 67, was arrested for a restraining-order violation.
9:45 p.m. – Illegal campers in the 44600 block of North River Road were contacted for a second time. They moved to Sunnyside.
9:59 p.m. – Illegal campers at a second bridge, 44700 block Quartzville Road, were told to move.
10:57 p.m. – Deputy located a male sleeping in a van in the 44500 block of North River Drive. Deputy allowed him to stay because of concerns whether it was safe for him to drive. Male warned for camping.
July 24
9:50 a.m. – Barbara Fay Kapicka, 59, was cited and released on a Sweet Home Municipal Court warrant for failure to comply on an original charge of second-degree trespass, 1100 block of 12th Avenue. Cited and released on an Albany Municipal Court warrant for offensive littering. Released with time served on Linn County Detention Order for failure to comply on an original charge of trespassing.
10:17 a.m. – Caller reports chainsaw stolen from the 1700 block of Grape Court. Report taken for first-degree burglary, second-degree theft and attempted unlawful entry into a motor vehicle. Approximate value: $800.
10:59 a.m. – Dogs belonging in the 4600 block of Main St. entered a residence on state forestry and broke a light. Dustin Andrew Brown, 42, was cited for dog as a public nuisance.
11:44 a.m. – Caller reported stereo stolen from boat moored at Edgewater marina, 1400 block of 60th Ave. Unknown person over the last two days took the stereo and cup holder while the boat was moored in the marina.
3:34 p.m. – Multiple citations were issued to owners of vehicles illegally parked at Calkins Boat Ramp, in “Boat Trailer Parking Only” spots.
4:09 p.m. – Misty Castle, 37, of Scio, was cited for speeding, 81/55, Hwy. 20/Harmony Road.
4:11 p.m. – Khylia Dawn Plagmann, 26, was cited and released on a Salem Municipal Court failure to appear bench warrant, Wiley Creek Road/Main St. Also issued citation for driving with a suspended license.
4:22 p.m. – Caller is the director of location, 880 18th Ave. She had received a call from one of the drivers that a catalytic converter from one of the buses was missing. Report taken for first degree criminal mischief and first-degree theft.
4:39 p.m. – Deputies painted “No Camping” at milepost 22.5 on Quartzville Road in an area owned by Campbell Global.
7:21 p.m. – Citizen warned about driving on Cascade Timber Consulting property during closure, 43700 block of Wiley Creek Drive.
7:29 p.m. – Dustin Kyle Westling, 35, was cited on Albany Police Department PC for harassment, 4900 block of Larch Court.
9:13 p.m. – “Heavily littered” transient camp located off Quartzville Road in the 44700 block. BLM land. Investigation continuing.
